Mainly lobbyists. For example, building HSR in China harms the interests of airlines and aircraft manufacturers. A lot of media in China backed up by them is constantly bashing HSR.

Lot may not be majority of the media. I always see and hear that they love to promote the HSR in China.

No no no. Now it is because the current PM(his clan has association with air industry) wanna promotes HSR abroad. The former minister of railway who introduced HSR to China is now in jail. Conspiracy says 2011 railway accident was made by lobbyists. It was also after 2011 the speed was lowered from 350km/h to 300km/h(although the reason of that accident has nothing to do with speed, it happened when less than 50kph), thus giving airlines some "opportunities".(Wuhan-Guangzhou HSR 1100km, 3 hours slows down to 4-4.5 hours now)

Hmmm interesting, how many passenger flight been recorded in Iran every year? this way we can concluded if the need of 500 commercial airliner jet is feasible or not. After all the market is important to made an assessment a project is worth to financed or not

just for an example, in Indonesia, Lion Air a local airliner made a record to order more than 400 medium size commercial Airliner for more than 46 billion US dollar contract value in total. Lion Air has been rapidly expanding its fleet to meet the need for medium-haul jets in Indonesia; yet delays still occurs regularly. In March 2013 Lion Air and Airbus signed a $24-billion contract – recorded as the most valuable commercial order booked in history – for 234 A320s. The second biggest was also made by Lion Air in 2011, in a $22.4-billion order for 230 Boeing jets.[3]
