The fact that you need a Chinese ID under most circumstances to sign up for alipay has killed its chances at making it an international platform. They also don't take foreign bank cards. The advantage that paypal has is that anyone can sign up for it, regardless of nationality. The Chinese regime also did an excelent job at implementing alipay into stores, despite alipay itself being poorly run. You can go to supermarkets, taxis, and even barbershops, and they all take alipay. It's likely that someone else who is smarter, and more competent will create a better platform based on the alipay idea. China claims to be opened up, but actually, according to alipay, they are very closed. Regardless, people should learn from how China was able to get so many people to use alipay, copy that idea, and make improvements on it.
Paypal also started out as a platform for Americans, but they were smart, and fearless in expanding it overseas, creating cooperation between foreign banks. This is where China is weak, and unable to create alliances with foreign banks and link them to alipay. China is also probably afraid to compete with paypal, because America is their master.
