No PayPal in Pakistan but Available in Nepal, Bhutan, Sri Lanka, Maldives, Brunei and India !!!

Its related to FATF.. We need to get out from the gray list first then you will see many such services like PayPal here in Pakistan
i dont want this service in here regardless if its American to begin with.

Lol banking system in the Flintstones is more advanced then our banking system. We are decades behind from developed countries.

It depends on masses and you can not put technology which masses can not even understand, but things are changing.

Well I would recomend alipay, but they make it very difficult for foreigners to sign up, and does not allow foreign bank accounts. One of the flaws with alipay is that they ask you for a Chinese visa, so it's virtually impossible to use for foreigners

Alipay is mostly used by Chinese Customers. So if you are focusing entirely on Chinese Mainland, skip Alipay.

Nevertheless, its PayPal for China.

Actually, it could be made into an international platform. The only problem is, it's run by incompetent people, led by incompetent leaders, but there are several advantages alipay has to paypal, but paypal also has many advantages over alipay. The fact that you need a Chinese ID under most circumstances to sign up for alipay has killed its chances at making it an international platform. They also don't take foreign bank cards. The advantage that paypal has is that anyone can sign up for it, regardless of nationality. The Chinese regime also did an excelent job at implementing alipay into stores, despite alipay itself being poorly run. You can go to supermarkets, taxis, and even barbershops, and they all take alipay. It's likely that someone else who is smarter, and more competent will create a better platform based on the alipay idea. China claims to be opened up, but actually, according to alipay, they are very closed. Regardless, people should learn from how China was able to get so many people to use alipay, copy that idea, and make improvements on it.

Paypal also started out as a platform for Americans, but they were smart, and fearless in expanding it overseas, creating cooperation between foreign banks. This is where China is weak, and unable to create alliances with foreign banks and link them to alipay. China is also probably afraid to compete with paypal, because America is their master.

Most of Top sites belongs to Europe & America
They do not support Ali Pay, and it not good as PayPal for customers/online shoppers

Most of Sites support PayPal and after PayPal, they support Bitcoin
Bitcoin is good for online shopping (but not for investment/storing) but not good as PayPal and Bitcoin is very costly in Pakistan because exchanger/traders charge extras.... and its not legal in Pakistan (i think)

Pay-pals account is attached to the bank account and unless pay-pals feel that they can do business, they will not take any chances. I am not sure if necessary legislation process which was mentioned former Commerce Minister Khurram Dastgir Khanwas is under the supervision of the State Bank of Pakistan or not, or if there are any other requirements that needs to be done.

Actually its a whole ecosystem. Allowing or disallowing it within your country is one thing but how do you force the vendor to use the service you want? Only if the vendors feel they would lose money by not opting for the alternative of your choice that too either forced government intervention or just by popular demand. There is also another factor which is security. If extremely resourceful and established company like Paypal employs better hackers, which usually is the case, against a newcomer, then that company can be forced out of competition since no bank would risk losing their money for integrating their services with their banking system. So bigger company, better security, more profit.

Paypal has to rely on the countries and banking systems of the country that they want to offer their services to, to agree to accepting those services.
