Islam does not mandate anything for anyone, Islam is a religion that teaches you the right path and the wrong path for Heaven. That is it. Whether you wish to follow that path or not is up to the believer, NOT THE STATE.

The Quran does not ask Muslims to suppress nonbelievers and non-Muslims, but to bring them to open discussions and debate, and let everybody bring out his or her pretext and proofs. Everybody should have the chance to show the evidence he or she has without any kind of intimidation or fear. The Quran asserts this Al-Imran 2.
The very notion that state has nothing to do with ones religion is alien to islam and is NOT from the rich islamic history & tradition but it is imported from anti-religion post-"enlightenment" europe.
