According to hadith prophet Muhammad (pbuh) said it is haram for muslims to live in a country of the kuffar. Just in case of dawa it is alowed for muslims to live in a kuffar country.

Allah is punishing muslims who do not practise sharia law by sending kuffars and haters who oppress and threaten muslims who do not practise sharia law.
