You have yourself stated the answer. It is very difficult to get the evidence against a nation. It is much easier easy to get it against an organization. As you have to be 100% sure otherwise will lose face in International diplomacy as a ranter. And even in cases there is evidence like ISI attack on our Kabul mission, the US pressure just made us sit and do nothing. Even though a stern warning was given by US to PAKMIL/ISI but nothing happened even after much fanfare when even Gilani said that we will be replacing ISI chief with a civilian. This is because Pak has got a strategic edge now a days and unless Afghanistan is solved, US would not let India take overt actions. Thus covert actions are our best bet and even the US is doing it's covert actions in Pak to make PAKMIL move to N. waziristan. It is part of the game and nobody can provce it.

In case of another Mumbai there will be confrontation for sure but it will only be limited to surgical strikes.There is not going to be a full blown war.One can envisage bombing missions carried out by the IAF and a a barrage of bramhos missiles being fired.

I think it would be foolish to even think of a war. We need to correctly read the situation, unlike 26/11, if there was another terror attack how much of it would be done by Pakistan? There are some crazy people there who have their own intentions.

Pakistan is already messed up with its internal situation and the floods any attack now will only mean nuclear. It will be forced to retaliate and I don't think it will be able to sustain a war for long. Nuclear options will be exercised.

But you always forget what happens in Pak after every attack on India. Just count the total number of Casualties in PAk after mumbai attacks. So you might not know but India may be actually be working behind the scenes !!!
