In terms of ELIGIBILITY criteria it definitely is Discrimination because Karachi has Most Eligible people which can Qualify for Civil Services and Bureaucracy as Karachi has second highest Literacy Rate in Pakistan According to 1998 Census Behind Islamabad only.

That is no reason to increase the quota. The quota system does not bar applications from eligible individuals but limits the selection of successful candidates in accordance with the available seats in a given province. Sindh does not have as many seats to offer as Punjab, hence the lower quota.

Also, why go as far back as 1998. Let's talk 2015 in terms of education.

In terms of overall primary education score, Sindh ranks below the national average of 70.33 and is 3rd worst in Pakistan, ranking better than only Balochistan and FATA. If education were to be the standard of the quota system then KPK would have many more seats allotted than Sindh.

There are SCORES of People apply for Federal Govt. and Sindh Govt. Positions on Karachi Domicile and got REJECTED due to DOmicile they have.

I find that hard to believe. Not least because I have Urdu-speaking friends who've graduated from LUMS and gone on to become professionals at Unilever and major telecom companies, but also because in private companies and firms, language affiliation or ethnicity are not a criteria when assessing the worth of a professional. His education and accomplishments are.

I came back to Pakistan from the US recently and applied at an elite Business School in the heart of Punjab and was hired immediately. Every member of the Panel interviewing me was from Punjab and we connected instantly on a Professional level. I have been teaching at the same institute for last one year. I love my students and my colleagues and they in turn they treat me great respect and affection.

So I fail to understand people who complain about discrimination. Maybe the problem could be with people who walk in an interview with a " Victim Mentality ". People will love you if they feel that you love and respect them. If you view other Nationalities from our beloved country as enemies, they can sense those feelings and treat you likewise.

Did Karachi get conquered in battle? I thought the last invaders were British who defeated Sindh in battle in 1843 but they left in 1947. The Sindhi voted to join the federation in 1947? Or did the Sindhi in 1947 vote to have their largest city conquered?

You will see that Sindh was conquered by the British in 1843 whence it was a independant kingdom. In 1947 Sindh was the first province decided to join Pakistan. That vote was the legal basis on which Sindh federated to the federation of Pakistan.

Can you please explain and rationalize to me how a vote by the Sindh legislative Council to join Pakistan conferred the right to anybody or any group ( migrant ) to claim rights of possession?

This is bordering on what the Jewish refugees from Hitler did. Claim rights of possession on some dubious grounds. The reality is the province federated to PAKISTAN by popular vote in 1947. I doubt that the Sindhi's voted in 1947 to give away part of their province to external group. They voted for and federated to PAKISTAN.

Where does the Conquering came in all this discussion?????Did I mentioned anything about Conquering or anything regarding that???I am Discussing Karachi share in Civil Bureaucracy So better stick to point on that. The thing is Karachi is for everyone Rhetoric is only use when Karachi Resources comes to play but when Development comes to play Karachi is all alone to sort it out and this has been attitude since late 1960s when Islamabad became Capital. Karachi use to have Mass Transit Circular Railway system but now it is DEFUNKED due to Non Local Corrupt Bureaucracy IMPOSED on Karachi after introduction of Quota system same is the level with Road Infrastructure, Municipal Infrastructure, Law Enforcement and even Transport Infrastructure has all Deteriorated due to Lack of Concentration and Corrupt Bureaucracy Transferred from other areas of Pakistan to run those system.

Kudos, you wrapped up the entire argument. But might i add, Urdu speaking community is the most prosperous ethnic group in Pakistan.

If you look closely at the Private Sector in Pakistan, Urdu Speaking community generally tends to be more creative and entrepreneurial driven, that is why they have such low representation in different echelons of the State. They tend to go more towards starting their own Businesses or work in the Private Sector. This is why they are economically much more prosperous than other ethnic groups in Pakistan.
