Only in your dreams. Tell me why would Nepalese have open borders with India, why would Nepal let it's citizen join Indian Army or other government services. Once India occupy Bhutan, it may be already too late. There has to be a better way to cut off Indian supply. But that would involve actually invading India and this could escalate into a full blown war with India.

Geography and India sheer size versus Bhutan favors India.
