You do realise that its not just about settling there. And surely some people may want to settle in Jammu and Ladakh and maybe start a tourism business there.
Its more about business and getting development, elesewhere on this forum I made a point on how big local business houses are absent in J&K withholding development.
That will end now.

I'm an investor and a properator of an SME. Practically I won't invest a penny in J&K, unless I feel that the region is stable and investment friendly. For attracting businesses stability is more important than any law. Law is always in paper as you may know. (It's my personal opinion though).

A living example if Pakistan next door. Look how they are struggling to attract FDI's and investments over the last few decades.
