Russian warned India of raping Russian tourists

Rape in Goa: Russia shocked, threatens travel advisory - Yahoo! India NewsWed, Jan 27 08:27 PM

New Delhi, Jan 27 (IANS) Conveying its shock and outrage at the rape of a 9-year-old Russian girl in Goa, Russia Wednesday demanded the severest punishment for the rapist and warned that if such crimes targeting its citizens are not checked, it will ask Russian tourists to stop visiting the tourist resort.

'We are shocked and deeply outraged by the reports about the disgusting incident in India's well-known resort in Goa when a 9-year old child from Russia became another victim of a rapist,' the Russian embassy said in a statement here.

The Russian embassy and the Consulate-General in Mumbai are in close contact with the Indian authorities demanding the immediate arrest of the culprit.

'Anyone committing such heinous crime should be subjected to severest punishment in full accordance with India's laws,' the embassy said.

A nine-year-old Russian girl was allegedly raped Tuesday at Arambol beach where she was bathing with her mother.

Union Tourism Minister Kumari Selja took up the case with the Goa chief minister Wednesday and sought a report.

Pointing to growing cases of assaults and abuses of Russian tourists in Goa, the embassy warned that increased criminal activities in the state, which has become popular among Russian tourists, has caused 'damage to its reputation'.

The Embassy reiterates its grave concern over the growth of criminal cases against Russians in Goa. Pointing to the rape of a 25-year old Russian woman in Goa last December, the embassy alleged that investigation of this case is being 'conducted inefficiently'.

Earlier the police had registered several other cases of assaults and abuses of Russian tourists in Goa.

'We expect that the Indian authorities should immediately take strict and efficient measures to ensure the safety of Russian citizens,' the embassy said.

'Otherwise we will have no other option but to recommend Russian tourists to refrain from visiting Goa,' it warned.

Increased criminal activities in the state, which has become popular among Russian tourists, have caused damage to its reputation.

Russian authorities have criticized cops in Goa for failing to investigate properly the rape of a 25 year old tourist after Indian officials suggested she was partially to blame for staying out late drinking with her attacker.

Local politician John Fernandes allegedly took the Russian girl to dinner, got her too drunk to ride her motorbike then raped her in the early hours in his car. Local cops, however, failed to investigate the attack for over a week, to the reported approval of Indian lawmaker Shantaram Naik

"While rape is the most heinous crime . . . an alleged rape of a lady who moves with strangers for days even beyond middle of the night is to be treated on different footings," Mr Naik said, going on to similarly blame 15 year old Brit Scarlett Keeting for her murder in 2008.

"The Scarlett case spoiled Goa's name in the past, although the young lady herself invited all the alleged offences against her, ultimately resulting in her tragic death in the middle of the night,” Naik claimed.

High Court officials in Bombay, however, ruled that ‘permissiveness of the western society promotes “individual liberty” and that rape violates that liberty’ decreeing that ‘Western permissiveness is ‘no licence to rape’. (Times Of India)

“(The) victim in the instant case is a Russian national,” said Justice UD Salvi. “She belongs to a nation under western influence. Permissiveness of the western society degenerates into tolerance for immoral excesses, but certainly such tolerance is for promoting individual liberty.”

Writing just after details of the latest rape came to light (some six months after a 19 Russian girl was raped and murdered) Moscow's Consul General in Mumbai, Alexander Mantytsky said he was alarmed.

‘The ‘criminal situation in Goa . . . has caused a great public concern in our country,” the Consul General noted, “ We would be happy to inform our citizens not to remain outside after 10 o'clock, if you suppose that it would assist in their security,” he sarcastically added (Bangkok Post).

The latest attack prompted tourism Minister Micky Pacheco to warn that Goa may soon ‘gain the reputation as the rape capital of India’ in a different letter sent to state Chief Minister Digambar Kamat several days later.

"There is a fear that foreign embassies may issue an advisory to their nationals to avoid Goa as a holiday destination in view of the pathetic performance of the Goa police," Pacheco predicted.

In fact, Britain’s Foreign Office (FO) already warns of ‘incidents of sexual offences against women’ on the travel advisory section for Goa, also publishing a long list of additional dangers.

“You should avoid beaches after dark where there is a risk of being attacked by packs of stray dogs, being robbed or sexually assaulted “You should also avoid walking alone in isolated spots in the popular tourist areas, particularly after dark,” the FO recommends. “Female travellers are advised to observe and respect local dress and customs and to take particular care,” the website adds.

Rape is the fastest growing crime in India. Reports of molesting of foreign tourists keep pouring in from various corners of the country.

Alarmed, the federal government has called for consultations with states to review safety and security measures for visitors from abroad.

There have been at least a dozen cases of molestation and rape of foreigners in the first couple of weeks of 2008.

The latest such incident has been reported from Kumarakom in ‘God’s own country’ Kerala in southern India, where two minor girls from Canada on a holiday were molested by a security guard of a hotel.

In other very recent cases, a British journalist was allegedly raped by the owner of a guest house in Udaipur and an American tourist was molested at a temple in Pushkar, both being major tourist destinations in Rajasthan.

These incidents have raised serious concern in the Union tourism ministry, which is apprehensive that its high-profile ‘Incredible India’ campaign abroad would be adversely affected by the bad publicity resulting from such cases.

Tourism Minister Ambika Soni is said to have taken serious note of the incidents and called for a consultation with state governments on the measures to be adopted to counter such trends.

Already travel advisories issued by many western nations like US,UK, Canada and France include warnings on the law and order situation in India.

They have specifically warned women tourists about the possibility of physical harassment and molestation in major tourism destinations like Delhi, Agra ,Goa and Himachal

A 58-year-old principal was arrested on Saturday on charges of molesting a minor girl in a school in the national capital of New Delhi.

Indeed, the latest crime statistics, pertaining to 2006, released by the Home Ministry’s National Crime Records Bureau (NCRB) show that every hour 18 women become victims of crime.

The number of rapes a day has increased nearly 700 per cent since 1971 — when such cases were first recorded by NCRB. It has grown from seven cases a day to 53.

The figure grew 5.5 per cent over the number of cases registered in 2005.

In comparison, all other crimes have grown by 300 per cent since 1953 when the NCRB started keeping records.

And these are just the cases that have been reported; the number of unreported cases is far higher.

According to NCRB figures, among 35 cities with a population of more than a million, Delhi topped the list of crimes against women with 4,134 cases (nearly one-fifth of the total crimes against women). One-third of the rapes and a fifth of the molestations took place in the city. Hyderabad was second most dangerous for women with 1,755 cases.

Among the states, Andhra Pradesh had the highest number of crimes committed against women — 21,484 cases or 13 per cent of the total cases in 2006. Uttar Pradesh was a close second, with 9.9 per cent of such crimes. Madhya Pradesh reported the highest number of rape cases, at 2,900, and also molestation cases.

Records reveal that 7,618 women were killed for dowry in 2006, an increase of 12.2 per cent over 2005. Uttar Pradesh with 1,798 cases had the highest number of such deaths, followed by Bihar with 1,188 cases.

According to official sources, Union Tourism Secretary S.Banerjee has written to tourism secretaries of all states regarding the recent media reports about harassment of women tourists. Reminding them about the Centre’s concern for the safety of foreign as well as domestic tourists, he recalled that the ministry had earlier asked them to deploy special police at popular tourist sites. Only 10 states have acted on the recommendation so far, reports the Hindustan Times.

Goa Drops Bikini-Clad Women From Its Ads

Goa: The Goa Government has banned using bikini-clad women in their tourism promotional advertisements.

The decision to drop using bikini-clad women images in their promotional ads is to uphold the tourist hot spot as a “family holiday destination”, it said.

Goa announced the decision on Saturday, after a section of the media criticized the state as a “destination for sex-tourism”, in the wake of several cases of rape of foreign tourists.

The State Government is now fighting the tag given by the media and is taking all possible measures to promote it as family holiday destination, which include not showing scantily-clad women in the advertisements.

State Tourism Minister Fransisco Pacheco said agencies had been notified to desist putting bikini-clad women in their advertisements.

“In fact in my tenure, we don”t even release an ad with bikini clothing. And there was caution. And we also told the agencies – we have empaneled agencies – that before you release the ad, make sure that we see those ads and then we release them,” he said.

“But there is no single ad which released in my tenure with such costumes,” Pacheco added.

Many Indian tourists have supported the decision, and said that it becomes a little uncomfortable to visit the place with one’’s family after seeing advertisements with scanty-clad women.

“We cannot go with our family after seeing bikini advertisements. But their point is that if they won”t have bikini ad, then foreign tourists won”t come. We feel shy with family if they see a bikini ad,” said Ramesh, a tourist.

The recent incidents of rape and other sexual crimes have tarnished the image of Goa, which has for years been one of the most favored tourist destinations for both Indian and foreign tourists, and now the state government is trying hard to re-establish the state’’s image as a tourist hot spot.

The colonial Portuguese charm, sun-kissed beaches and great seafood attract millions of foreign and domestic tourists to visit Goa every year.
