In China, an unnamed 9-year-old schoolgirl became one of the youngest mothers in the world this week when she gave birth to a 6-pound baby boy by C-section. Even though her family is refusing to speak publicly about the incident, they claim to have reported the pregnancy to authorities, who are still trying to discover the identity of the father so they can arrest him.

Chinese law in the province of Songyuan, where the little girl lives, says that sex with any child under the age of 14 brings an automatic rape charge and jail sentence. Here’s hoping that they find the rapist soon and vindicate this poor, young victim. But the worst part of the story is that this girl is not alone. A hospital in Shanghai recently reported that 30 percent of its abortions are performed on schoolgirls. So awful. The problem is this is a COMPLETE MESS in India, where even foreigners are not safe. Cases of rape, fraud, attacks are NOT isolated cases in India. Where foreign white and oriental - fair skin - are looked at with lust and without respect, rapes and sexual abuses are 'normal'.

It's not a matter of we have a problem and so do you, it is a matter of SHEER MAGNITUDE of the problem. This is an official advisory of governments all over the world!

Worse yet, it's not the government that issuing these travel advisories only, but we the past tourists! Recently India has been pressurized to 'organize a helpline' for foreign tourists in distress/complaints --- much like Oz with their racial attacks. We are not talking about dingy dark alleys here, but open public-tourist hotspots in broad daylight WITH THE AUTHORITIES PARTICIPATING &/or WATCHING THESE ATTACKS TAKE PLACE!!! The problem is way-out-of-hand when a tourist can't trust or depend on the local police or official.

New Delhi, Jan 27 (IANS) Conveying its shock and outrage at the rape of a 9-year-old Russian girl in Goa, Russia Wednesday demanded the severest punishment for the rapist and warned that if such crimes targeting its citizens are not checked, it will ask Russian tourists to stop visiting the tourist resort.

'We are shocked and deeply outraged by the reports about the disgusting incident in India's well-known resort in Goa when a 9-year old child from Russia became another victim of a rapist,' the Russian embassy said in a statement here.

The Russian embassy and the Consulate-General in Mumbai are in close contact with the Indian authorities demanding the immediate arrest of the culprit.

'Anyone committing such heinous crime should be subjected to severest punishment in full accordance with India's laws,' the embassy said.

A nine-year-old Russian girl was allegedly raped Tuesday at Arambol beach where she was bathing with her mother.

Union Tourism Minister Kumari Selja took up the case with the Goa chief minister Wednesday and sought a report.

Pointing to growing cases of assaults and abuses of Russian tourists in Goa, the embassy warned that increased criminal activities in the state, which has become popular among Russian tourists, has caused 'damage to its reputation'.

The Embassy reiterates its grave concern over the growth of criminal cases against Russians in Goa. Pointing to the rape of a 25-year old Russian woman in Goa last December, the embassy alleged that investigation of this case is being 'conducted inefficiently'.

Earlier the police had registered several other cases of assaults and abuses of Russian tourists in Goa.

'We expect that the Indian authorities should immediately take strict and efficient measures to ensure the safety of Russian citizens,' the embassy said.

'Otherwise we will have no other option but to recommend Russian tourists to refrain from visiting Goa,' it warned.

Increased criminal activities in the state, which has become popular among Russian tourists, have caused damage to its reputation.

It's not just white females that are the favorite target, but also Asians - Orientals.

The police and Goa government concerned with tourist backlash and anti publicity initially stated that it was because of drowning, which was not believed by many including Fiona, the mother of deceased Scarlette Keeling a great outcry in media and mother’s allegation of a cover up, the second autopsy was ordered by the police officials in which the murder of the teenager was confirmed.

The government quickly acted upon the news and the official investigating the murder was suspended.Police detained four persons in murder connections.

Sex with minor is an offence in whether it is consented or not .

Scarlette keeling was on holiday and it is suspected that she was into drugs and the drug cartel might be behind it

Scarlette”s mother too was being criticized in media for acting in an irresponsible way.


They felt that she has been a bad mother in leaving her daughter in hands of criminals.

Scarlette’s mother however refutes the charges "I haven't been an angel in the past, But that does not mean that people have right to rape and murder anyone. She added that people seemed generally hospitable and friendly and she thought of no reason that they would act in the way they chose.

Moreover the beach was crowded all the time Scarlette was enjoying her holiday in Anjuna Beach on the fateful day February when this incident happened.

This Rape and murder has raised few questions, whether the Indian male society is sexually starved and the white skin syndrome affects the Indian male because the incidence of rape and murder with the white tourists are in increase as there have been similar reports of molestation from Pushkar in Rajasthan and other parts of the country

The foreigners have alleged similar voyeuristic attitude of the Indians males from Rishikesh, the religious town in the foothills of Himalayas. An unnamed German teenager who was at Rishikesh passing to the mountains related and incidence while she was at Rishikesh foothil town of himalayas "some Indian males from the other side of hotel balcony were making sexual gestures to her to the point that it became difficult sitting in the balcony"

The incident also brings to the fore that most Indians think white foreigner’s females are up for grabs and as they are in foreign country with the corrupt police on their side they could get away with anything.

The tourist officials do not think so and are of the view that such incidence happen around the world and even with domestic tourist females are under the threat. Generally Indians are hospitable people and this should be considered as law and order problem The thought that arises by such incidence is that whether women are safe in this country which is governed by male dominant society

The tourists are further advised to be careful in mingling with the locals and show some discretion in their choice of friends

The Goa Party is over for now as the government has ordered to close the beaches by 10 p.m.

We have always said that Indians are the most hypocritical swines on the planet bar none.

Whether it comes to money, God, minorities or women, what Indians say and what Indians do are two totally different things.

Take Rape for instance.

Indian mythology and culture talk of women’s exalted status in society. But the reality is a completely different animal.

Throughout much of Indian history, at every stage of a woman’s life she’s been ill-treated – often made to work like a farm animal, tortured for not bringing enough dowry, abused constantly, subjected to biased treatment compared to her male siblings, occasionaly burnt alive and frequently the target of rape.

The latest report of the Delhi-based National Crime Records Bureau shows India’s shameful record when it comes to rape.

In 2007, there were 20,737 reported cases of rape. This works out to a horrific 2.37 rapes every hour.

As you read this piece, some unfortunate girl, woman or child is likely being raped in India.

Given the social stigma attached to the victims of the crime rather than the perpetrators and the bias of the Indian police and society against women, we believe the real incidence of rape in India could be 20 times as high as the reported figures because many women do not come forward to report their rapes or are shoved aside by the legal system.

So the real rape figures for India could be as high as 400,000.

The majority of rape cases reported were for women in the 18-30 age group (11,984 cases) followed by women in the 30-50 age group (3,530).

Geographical Spread

The central Indian state of Madhya Pradesh is India’s rape capital with 3,010 reported rapes last year followed by West Bengal with 2,106 cases.

The Southern state of Andhra Pradesh had the highest incidence of crimes against women last year – 24,738. Do you think it has anything to do with all that hot Avvakai, Magai and Pandu Mirapakayala Karam (Red Chilli) pickles Andhra men consume in prodigious quantities?

India’s capital Delhi, also a major tourist destination, is a favorite haunt for rapists.

Last year, there were 598 reported cases of rape in Delhi. As per the National Crime Records Bureau statistics, Delhi accounted for 29.5% of rape cases, 21.5% of molestation cases and 31.8% of kidnapping and abduction cases among 35 Indian cities.

Courts Unhelpful Over Rape

Indian courts are notoriously slow and media reports suggest they are corrupt too.

According to the National Crime Records Bureau, last year 82% of rape cases under the Indian Penal Code were pending in courts, i.e. stuck in the Indian judicial hellhole.

Remember it can take several years – and sometimes even decades – for cases to vend their way through Indian courts.

Foreigners Raped Too

It’s not just Indian women who undergo the trauma of rape.

Rapes and crimes against foreign women are not unknown in major tourist centers like Goa or Delhi.

Some of the foreign women were even murdered after being raped.


As was demonstrated in the rape and murder of 15-year-old British teenager Scarlett Keeling in Goa, Indian police is notoriously corrupt and hopeless inefficient.

The Indian police initially tried to cover up Scarlett Keeling’s murder callously stating that she drowned after taking drugs.

It was only after the 15-year-old girl’s mother raised hell that a second autopsy was conducted and the truth about the teenager’s rape and murder came to light.

A Reuters‘ story quoted Goa’s Tourism Minister Francisco X. Pacheco acknowledging the murder of the young girl:

This is a clear case of murder and it has gone out of proportion because the police tried to cover it up.

Recently, there was the alleged rape of a young German girl in Goa and the hard time her mother’s been having in getting justice.


When we were young and growing up in India, we used to occasionally come across reports of women and girls being raped inside police stations. We are not sure if Indian policemen still engage in such heinous practices.

Think and Think Again

So, all ye folks in the West – the next time you think of adding India to your tourist destination list, think twice.

Think a 100-times because India is also one of the world’s major rape destinations. Always remember to multiply by 20 the official rape statistics coming from India.

And God Forbid if you were to be raped, attacked or murdered, you and your family will find it almost impossible to get justice in India.

We are not in a denial mode.We know a problem exists and are workin in that regard.Govt is takin steps to educate people, id say morally guide them.Every day i see advetisements on TV conveying "atithi devo bhava" ie guests are equivalent to god.Actully this is in our very culture.Along with that number of boots on ground is also beeing increased.
As in any society,there are miscreants presant in ours too.The fact that corrupion exists cannot be denied.This will take time to fix but, i assure u that things are gettin better.Our media is pretty brutal in this regad.U shuldnt judge our country on the acts of some miscreants.
Abt the complete mess thing .U are just exaggerating it.This is primarily because all these articles have been put up together for that very purpose.
If i put up all the articles reagarding crimes in China,id say anyone who hasent been there would think of it as a unsafe destination too.
I am not against discussing matters such as these.Only thing is they should be done in a proper and constructive way.

NEW DELHI, India — Once upon a time, the beaches of Goa were known for free love. But as a string of high-profile sexual assaults on tourists culminated in the alleged rape of a 9-year-old Russian girl last week, the idyllic strip of sand along the Arabian Sea is fast gaining a fearful reputation.

The answer? According to the state's ministry of tourism, those cute pre-teens in two-pieces are asking for it.

“You can't blame the locals; they have never seen such women. Foreign tourists must maintain a certain degree of modesty in their clothing. Walking on the beaches half-naked is bound to titillate the senses,” New Delhi's Mail Today newspaper quoted Pamela Mascarhenas, Goa's deputy director of tourism, as saying Friday.

GlobalPost could not reach Mascarhenas for comment. But a spokesman for the Goa tourism department confirmed that — far from marking a departure from official policy — the official's remark echoed previous statements by the tourism minister himself.

“I have not talked to her [Mascarhenas] on this issue directly,” said Swapnil Naik, director of the Goa tourism department. “But I think that sentiment has also been echoed by our minister in one or two statements. There is a degree of cultural shock for our native population when they see certain type of dressing.”

Goa has been on the boil since Jan. 28, when a 9-year-old Russian girl was allegedly raped by two Indian men. Following close on the heels of the alleged rape and murder of Scarlett Keeling, a British teenager, in 2008, the incident sparked an immediate media feeding frenzy, as local TV channels broadcast interviews with the victim's mother and the 9-year-old girl herself. The ongoing story culminated Jan. 30 with a scare headline reading, “No Bikinis On Goa Beaches.”

Naik said that there is no plan to ban bikinis. “It's totally false,” he said. “There was no such statement made.”

Earlier in January, Goa Tourism Minister Francisco Pacheco announced that the government would no longer feature women in bikinis in its advertisements. The state has not barred other tourism organizations for promoting fun in the sun, and it has not yet made any noises about imposing a dress code on the state's revelers.

With a recent boom in the number of rapes in Delhi, the city has earned itself the dubious distinction of being called the ‘Rape Capital of India’. Moreover, everyday, girls travelling via public transport have face all sorts of abuses and exploitations.
Delhi, which is known for it’s heritage and the Parliament of India and the various embassies, has left no stone unturned to earn itself a place on the map for being the city with the most rape cases in India.


In the past week alone, over 12 rape cases have been registered in Delhi, out of which a majority are gang rapes. The victims are usually selected by the rapists on the basis of their behaviour. A girl who is introvert and shy and displays fear and lack of confidence is an easier victim of rape than a girl who is confident and alert.

Rape, being one of the worst crimes ever, needs to be tackled well.

The men who commit rape are usually drunk, sexually excited and in a mood for vengance, thus they end up raping a poor soul. Lack of sex education, disrespect for the fairer sex, unsatisfied needs and a number of other factors lead to this crime.

But, the fact is that the girl who is raped is, in a majority of cases, burdened under the social stigma. She cannot live a normal life even if she wants to. The society would not allow her to. Rape is a crime which virtually ends a girls life forever, she has to live with that burden for the rest of her life. And adding to this, the society lays its burdens on the poor girl.


In Noida, in a gang rape case, the parents and the relatives of the rapists said, “It is the job of boys to do such things. Boys will always remain like this. The girl who was raped must be ashamed of herself for indulging in such acts. If it would have been our daughter, we would have killed her.” These were villagers, and what is worse is that 60-70% of India is village. So, does a majority of India think this way?

These problems can never be solved until and unless we, as a society and as one people come together against such acts of barbarity.
