Making Karachi a separate administrative unit on the cards

.
The city which gives employment opportunities to million, the city which house's countless businesses and corporate, the city which generates most of the revenue, the city which gives tons of tax, the city which is called "Mini Pakistan" deserves to he on it own.

I fully, wholeheartedly supports it.

@Oscar if you recall... we did discuss the possibility of Karachi becoming second federal capital/province/federal control... and also this would validate whether the new Design is in the works...

However, snatching Karachi away from the jaws of (all) parasites is going to be some struggle.

I still stand by my original arguement that Karachi be a separate entity under Federal control...

All it is needed ... is an appeal in the SCP... to have Karachi declared a disaster stricken place... it is THAT simple!

Oddly enough should this come to pass ... in it lies the liberation of sub-humans from wadaraz... Strange...but that is Nature of Things!

We have enough security mechanism in place in our first capital to take care of all eventualities!

And finally burry ZAB!

KARACHI:

As Karachi reels under a crumbling infrastructure and a near collapse of civic amenities, Federal Law and Justice Minister Farogh Naseem on Wednesday hinted at making the country’s economic hub a separate administrative unit.


The minister told The Express Tribune that one option with the federal government was to invoke Article 149(4).

In a recent meeting, Prime Minister Imran Khan had formed a high-level committee headed by the federal law minister, to work out plans to address the issues being faced by the residents of Karachi.

The committee has been asked to suggest short, medium and long-term measures for the betterment of Karachi.

The law minister held the Pakistan Peoples Party (PPP) government responsible for the woes of Sindh, particularly those of Karachi.

“Through Article 149(4) the Centre can request the provincial government to hand over administrative control of Karachi to the former,” the minister said.

He warned the provincial government that the Centre would move the Supreme Court in case the proposal was opposed.

“Neither does Article 149(4) speak of governor rule, nor of imposing an emergency,” Naseem said.

“It is an independent article, which says that the federal government has an executive authority under which it can issue directives to any provincial government, if there are issues pertaining to peace, tranquility and economic life,” he explained.

Article 149(4) of the constitution reads: “The executive authority of the Federation shall also extend to the giving of directions to a Province as to the manner in which the executive authority thereof is to be exercised for the purpose of preventing any grave menace to the peace or tranquility or economic life of Pakistan or any part thereof.”

“We are pursuing legal action,” Farogh said. “We have prepared a draft that would be presented to the prime minister within a week,” he added.

“There is nothing there [in Karachi] except garbage, shortage of water and flies.”

He said it was natural to expect resistance from the PPP. The minister, however, ruled out the notion that Article 149(4) threatened provincial autonomy.

He noted that the article was retained in the 18th Amendment of the Constitution of Pakistan. “If it was against provincial autonomy, then it should have been excluded from the Constitution.”

The minister, however, declined to give details as to who would be responsible for governing the metropolis after the enforcement of the article.

“We will unfold it slowly and gradually,” he said.

“We also have other legal options if things don’t pan out as planned,” the minister said without elaborating further.

The above does NOT equate to Karachi being made a separate administrative unit. It merely means that the Federal Government can impose Emergency under article 149 for a limited time only; it cannot be indefinite or ever-imposing.

To make Karachi administratively independent or autonomous requires a bill being passed by 2/3rd majority of the Provincial Assembly (and the National Assembly if Karachi is to be made a province); unfortunately MQM/PTI etc., or political parties other than PPP have never had even close to 2/3rd majority and PPP would never give up the cow they milk day and night.

If this happens..... Nobody can beat PTI in Karachi for the next decade minimum

Well.......PTI would further need to change the City to what it used to be, the city of lights and opportunities to be able to get our votes, genuine votes that is.

Forward block in PPP, not as easy as it sounds. Not unless Sindh Rangers are deployed all over Sindh to ensure that forward block members and their families, their goths, their houses and their areas are protected.

I dont Think its feasible nor the GoP will do it.

The only way for karachiites is to make their elected people work.

That is a funny thing to say, based on the fact that you are clueless how much the votes from Karachi matter to PPP.........well, it matters zilch, nada, 0 to them! They rely on votes from interior Sindh to master Karachi and they have been doing it regardless of who Karachi votes for.

Let me point out a few difference b/w Mayorship of MK and WA:

1. 100% Federal support to MK and MQM from Musharraf VS None to WA.
2. Massive amounts of funds released directly to LG (MK) under Musharraf VS release of funds not even sufficient for routine operations to WA.
3. MQM street and vote power entirely behind MK VS heavily curtailed and negligible street power behind WA.
4. 1 united and strong MQM, with federal support, behind MK VS divided and weak MQM without federal support behind WA.
5. All LEA's indirectly under MK with 100% support by establishment VS establishment and LEAs severely vary of MQM and WA.
6. LG LAW of Musharraf time on the side of MK VS 2008/09 Amended LG LAW of PPP heavily against LG and WA.

It is very easy to criticize someone without understanding his/her limitations, challenges and handicaps. Try to understand it this way, Karachi cannot blame PTI Government for the mess in Karachi because PTI Government in the center is powerless in provincial matters of Sindh Government and it would be incorrect to blame the Federal Government..........it is all about the LAW, power and financial delegation/authority.

But when? When karachi completely destroyed then establishment will wakeup? Altaf hussain talk about separation and they closed everulything in karachi mqm office etc that is fine but now same PPP is saying which is not even in hold of karachi establishment doing nothing. Why one has strict rules and for others nothing at all?

Japan has almost 50 administrative zones
So all area develop equally

what has this to do with Karachiites not holding their elected people true to their election promises.
