From Ayub's dark era onwards the decisions have solely been taken by Army thats why. There is no 'BOTH' there is only Army. I'm neither - Only in Congo Head of state will declare Bin Laden operation a huge success, COAS would declare it an intrusion, on duty ISI chief will declare it good but violation of country sanctity and Ex-ISI chief will declare the man hiding Osama a hero. If he knew about the raid and did not forward these details and made the country look ineffective what would he be? In any case only according to some people did he have previous knowledge from the US about the raid but all facts point towards him being as clueless as all the other departments protecting the borders of this country.

I understand that would be a good reason to keep things under wraps "if" he was complicit. But if came and announced that he was complicit there would be no other option left but to brand him a traitor. So i guess these useless reports and dhabba political discussions are a waste of time as there is nothing we can predict or achieve as a nation from the government or army.

A- Did Pakistan's top brass know about OBL's presence?
B- Did they know about the raid?

The only serious issue is A.

As for B, even if Pakistan knew about the raid, it was not going to go to war with America. For what? to protect OBL?

Secondly, There is still a long way to go till he becomes an army chief of a country which has a million man army. Right now he is more of an american parrot rather than a pakistani patriot. Salala and bin laden are not medal of honors for this chief, and according to you if he was in cahoots with that raid, what makes you think he was not aware of the raid that killed 24 of his soldiers?
