For crime committed by an individual against the victim only requires punishment only to that individual but here we are fighting the menace of terrorism where a person blows up a whole bunch of his own countrymen or act as facilitator (a whole new crime level NOT present in that era) & we require a deterrence against such scenario. So we have no choice to make new laws to handle these modern, unprecedented level of crimes which act as deterrence. But this doesn't mean that the family members will get the same punishment as the perpetrator.
New laws? Do you know how old FCR really are, and just how anachronistic they have become? Pakistan only disgraces itself every day it allows such a colonial abomination to be used for persecution of its own citizenry.
