both private projects under implantation since 2010..you can look for their LOI, LOS during 2010, financial closure have been recently achieved. much credit goes to 2007 water and power policy for allowing such ventures. howver i am not oen playing the govt role in encouraging foreign investment.
what the govt has done itself? it only seems interested in quick fix private invested LNG (disregarding the price issue) and looking to build motorways and infrastructure. govt was keen in the beginning but when it saw low oi prices it went for the quick fix, focusing on the projects that will give it most political leverage in the future
where as line losses, just look at the govt based advertisement posted above(post #62), rather than improving its getting bad
there is near zero load shedding in Peshawar good feeders, where i am. so i apprecate the policy of PML N giving rewards to good feeders (though the policy was forcefully implemented by IMF
)
those with high line lossess quote that the reason they are not paying bill is the meter readers corruption, they use to get pay from some users and over bill others to cover up lossess and thus the honest users also decided not to pay. if you do complaint and show them real proof that your meter was over billed no one would listen. this has happened to me too in past so i agree to their assessment , i was billed 40,000 rs when i had consumed less than 200 units but as i am doctor they had to listen
thats is why smart meters were proposed and fully funded by asian bank but rejected by govt on grounds???? "well we dont want to invest money and get a loan"
