Nope, most sources agree it was in 1987 that the insurgency began.
I'm guessing that you're picking the date 1989 to cover the fact that the world's largest democracy had rigged elections in Kashmir and as a result, suffered an insurgency. 1989 is a much nicer, cleaner date for Indians, I suppose.

I agree. With a population of nearly 1,400,000,000 or 1.4 billion even if you culled 10 million Indian's it would matter nought. More Indian's drown in thir own defecation pools then get killed in Kashmir. The Britsh starved to death 3 million Gangawallahs in 1942 and that did not make a dent on thier numbers - Ganga Indian's just kept breeding. With population of 1.4 billion they rightly can claim to be breeding champions. Cheaper by the billion ...
