The best factors of Kargil Ops were secrecy of plan with in own quarters and movement of troops which nobody noticed.

Not just from other arms but also from other formations. Strange enough, even USA or India didn't detect mobilization or movement through satellites or other monitoring/surveillance/intel mechanisms.
