SHC orders removal of encroachments on Superhighway from Sohrab Goth to Toll Plaza

Karachi, Sindh High Court (SHC) on the Thursday directed Commissioner Karachi, Karachi Metropolitan Corporation and the local municipal administration to remove all kinds of encroachment on the Superhighway from Sohrab Goth to Karachi Toll Plaza and remedy the situation of traffic congestion caused by encroachments.

Headed by Justice Maqbool Baqar, the division bench passed this order on petition regarding traffic congestion on the Superhighway from Sohrab Goth to Karachi Toll Plaza due to encroachments.

Additional Registrar Circuit Court Hyderabad had submitted a report regarding this matter to SHC which was converted into constitutional petition by Chief Justice SHC and notices were issued to concerned authorities.

Additional Registrar submitted in report that at the Superhighway from Sohrab Goth to Karachi Toll Plaza and particularly at the Sohrab Goth bus stop, due to encroachments and parking of buses, trucks, and other vehicles in different angles, bottlenecks are created and great inconvenience is faced by the Judges coming from Karachi to Hyderabad, as well as, commuters.

It was further submitted that above situation sometimes creates law and order situation and other security problems endangering the security of Judges and others during their journey on Superhighway.

Additional Registrar submitted that above situation seems to be caused due to negligence in duty by the officials of the concerned agencies.

It was proposed in the report to direct the Commissioner Karachi, Administrator Karachi, DIG Traffic and DIG Motorway to take the required measures at their end, immediately under the intimation of that court.
Bench observed that SSP Traffic district Malir on the behalf of DIG Traffic submitted that a report wherein he has highlighted the reasons for the bottlenecks at Sohrab Goth, Superhighway and said all-out efforts are being made to control and manage the traffic in such way that these inconvenience are not created to the commuters including Judges of this court.

It observed that SSP Traffic submits that one main reason for congestion and obstruction was encroachments made alongside the road by various businesses including roadside restaurants and hawkers.

The bench ordered, We would therefore direct Commissioner Karachi, Karachi Metropolitan Corporation and the local municipal administration to remedy the situation and remove all kinds of encroachment in the concerned area and ensure prevention of recurrence thereof. Compliance of above directives be made/reported within six weeks from today .

It further ordered, apart from various encroachments traffic blockages and bottlenecks are also created on account of incompetence, inefficiency and apathy of traffic police officers, who at time are also mixed up with the transporters. We would therefore direct the IG Traffic Sindh to take remedial measures to remove such menace including appropriate acting against the officers found responsible therefore.

CNG buses to solve Karachi public transport issue
KARACHI: Thousands of minibuses that charge fare as per use of diesel, but actually run on cheap CNG vanished from the city roads on Saturday as the Sui Southern Gas Company announced weekly gas station closure.

Karachi commuters suffer this trauma every week as the weekly CNG closure like all weather electricity load shedding has become a regular feature of the city life.

Sindh transport minister Akhtar Jadoon previous day told on the floor of Sindh Assembly that public transport buses of what he called ‘the first world war era’ are plying in Karachi and the commuters problems would stay unless new public transport vehicles are introduced.

He advocated giving new route permits to narrow-bodied minibuses, which is the old demand of Karachi transporters.

However, the fact is that in all urban cities of the world road-based public transport systems are based not on narrow-bodied minibuses, but wide-bodied buses with ample seating capacity to cater the needs of urban commuters.

Interestingly, when Lahore is soon to open the first bus rapid system of Pakistan, Karachi is still content with the medieval mode of public transport, just because the powerful clout of private public transporters, commonly called transport mafia of Karachi, opposes any idea that might affect their huge profit margins being earned by running junkyard type minibuses on the city roads.

It is said that majority of the minibuses running of Karachi roads have no emergency exit doors or even properly functioning headlights and speedometers.

They continue to run with roof racks to load passengers there in a very risky manner despite the clear-cut instructions of the Supreme Court of Pakistan to dismantle these roof railings.

A complete overhauling of the road-based public transport system Karachi is a must.

To streamline the public transport system all diesel and petrol based buses, minibuses and coaches should be removed from the city roads in two or three phases, and only wide bodied large buses, solely run on CNG be allowed to ply in Karachi.

Proper color code, engine fitness, proper driving license, realistic bus fares and the issuance of tickets to commuters after getting fare from them should be strictly followed. The time is ripe now to stop treating Karachi commuters like sheep and goat. They should be treated as educated and civilized citizens of a mega urban city.

However, it would be only possible when the political parties enjoying mandate in Karachi realize their responsibilities and raise a strong voice for betterment of commuting system in their city to facilitate their voters.

For more than 10 years the vital project of Karachi Circular Railway (KCR) has been in limbo, showing a sad but real fact that the political leadership of Karachi is least interested in solving the problems of Karachi commuters.

Muttahida Qaumi Movement (MQM) Pakistan Peoples’ Party-Parliamentarian (PPP-P) and Awami National Party (ANP) enjoy the Karachi mandate and they should have to think about giving their voters a modern public transport system to replace the present medieval mode of commuting, a tarnish on the face of a modern urban Karachi.

Over 800 Japanese investors to attend conference

KARACHI (PPI): The government of Japan has offered Karachi Metropolitan Corporation of organizing a seminar in the city sometime next month wherein over 800 Japanese investors would participate. The people running the small and medium size cottage industries would be invited to attend the seminar. All the investors would be invited to invest in industrial zone planned at Mehran highway for which the Japan government would also extend financial assistance. A delegation of JICA, headed by Mr. Agaci, informed about the proposal during a meeting with KMC Administrator Muhammad Hussain Syed. Syed told the delegation that services and works department would be directed to pay special attention on construction and repair of roads linked to Mehran highway and starting second phase of highway at the earliest. Japan government has released Rs.550 million grants for construction of second phase of Mehran highway that is about 11km long portion.

K-IV project expected to be inaugurated next month

Karachi

The Greater Karachi Water Supply Project K-IV, which could provide up to 650 million gallons a day (mgad) more water to the metropolitan, is expected to be inaugurated in January 2013.

A budget of Rs25 billion has been approved for the project and President Asif Ali Zardari is expected to inaugurate it, revealed a Karachi Water and Sewerage Board (KWSB) statement on Sunday.

The water board has released the call of tenders from international firms for consultancy. The advertisements have also been released to international newspapers.

In a meeting chaired by KWSB Managing Director Misbahuddin Farid, the preparation for the inauguration was discussed.

K-IV Project Director Mashkoorul Hasnain, Chief Engineer Saleem Siddiqui and other senior KWSB officers were present in the meeting.

Farid said the water board had started making preparations for the K-IV project immediately after the completion of the K-III project.

Zardari, Sindh Governor Dr Ishratul Ebad, Sindh Chief Minister Syed Qaim Ali Shah, Sindh Local Government Minister Agha Siraj Durrani and members of the Sindh Assembly are cooperating with the KWSB for starting the project.

Due to these combined efforts, funds of Rs2.5 billion were approved for the K-IV project, which would provide 260 million additional gallons to the citizens of Karachi.

Farid said tenders for the project had already been issued and inauguration by Zardari was expected by the middle of next month.

The project would be completed in three steps, and upon completion of the third step, 650 million gallons more water would be provided to the city.

From the Keenjhar Lake to the Northern Bypass through Thatta, the K-IV project would span 124 kilometres.

The KWSB has invited international firms to take part in the tenders so that the project is completed on time.

Farid praised the efforts of former city nazim Syed Mustafa Kamal, the members of the Sindh Assembly and the former members of the City Council, whose personal interest and tireless efforts gave a foundation to the project.

Later, the Sindh governor got the project approved from Zardari, the Finance Ministry and the Planning Commission of Pakistan.

Farid directed the K-IV project director and all the officers of the water board to give their best to the project to provide relief to the metropolitan’s citizens.

Four flyovers to complete by March

KARACHI: Administrator Karachi Metropolitan Cor-poration (KMC) Muhammad Hussain Syed has said that development work of Shahrah-e-Pakistan would be carried out round the clock so that four flyovers of the said road could be made operational by March 2013.

He expressed these views while inspecting construction work of Shahrah-e-Pakistan on Saturday along with
other officers.

The administrator directed the relevant engineers to make traffic plans in collaboration with the traffic police for smooth flow of traffic on roads during peak hours so that general public could travel without facing any traffic mess.

He said that after the completion of the development work, people would travel from Teen Hatti to National Highway without facing any traffic hurdles.

ISLAMABAD: The Economic Coordination Committee (ECC) of the Cabinet here on Tuesday approved the waiver of on- lending charges to Karachi Urban Transport Corporation for the project "Revival of Karachi Circular Railways (KCR) as modern commuter system".

The Ministry of Railways moved the summary in this regard seeking the approval of the ECC for waiver of on-lending charges to Karachi Urban Transport Corporation for the project Revival of Karachi Circular Railways.

The ECC which met here under the chairmanship of Minister for Finance and Economic Affairs Dr. Abdul Hafeez Shaikh was informed that Japan International Cooperation Agency (JICA) has already agreed to provide 93.5pc ($2.4 billion) of the estimated cost through soft loan at a markup of 0.2pc payable in 40 years including 10 years grace period. The remaining 6.5pc ($169.6 million) will be borne by the Ministry of Railway (60pc equity), Government of Sindh (25pc equity) and the City District Government Karachi (15pc equity); the stakeholders of KUTC as per their share.

The track of the KCR will be 86 km long with 27 stations to be built around the city.

This important project will be a milestone in improving the quality of life of the citizens.

The ECC also approved the summary with special appreciation for the Ministry of Railways, the Government of Sindh and Karachi City Government for their efforts to get approved the most economic and viable project of Circular Railway for Karachi.


The ECC also discussed various agenda items of national importance. The following decisions were taken in the meeting;

At the outset of the meeting the ECC members offered special prayers for departed soul of Senior Minister of the KPK Government Mr. Bashir Bilour who lost his life in a terrorist attack in Peshawar recently.

The ECC prayed to Almighty God for resting the departed soul in eternal peace and for granting courage to the bereaved family to bear this precious loss.

KMC, UK firm sign pact to produce energy from garbage

Karachi
The pact signed between the Karachi Metropolitan Corporation (KMC) and a British firm to execute the project of disposing of 10,000 tonnes of the city’s garbage daily and utilising it to produce electricity will prove to be a revolutionary step.

This was stated by Administrator KMC, Muhammad Hussain Syed during a meeting with Head of the British Company, Richard Cook in his office here on Saturday, said a press release.

The KMC chief said that this project would help in maintaining cleanliness in the city besides enhancing the power supply to the city. He praised the cleanliness system, transfer of garbage to land-fill sites and its very scientific handling in London and Glasgow.

He proposed that the service of the international companies providing civic services should be sought to upgrade the municipal system in Karachi under the public-private partnership.

The administrator said that Sindh Governor Dr Ishratul Ebad Khan was also taking keen interest in this project and wanted to see its earliest execution in view of its importance.

KPT initiates Pakistan Deep Water Container project

KARACHI: Karachi Port Trust (KPT) has initiated a high-potential Pakistan Deep Water Container project to manage the overall port traffic and cargo handling expected to double in the next ten years.
This implies building of more berths, facilitating large mainline ships/feeder vessels and helps transform the Karachi Port into a transshipment hub of the region. Additionally it will help to substantially reduce trading costs. Sindh Environmental Agency (SEPA) is involved in evaluating and vetting the KPT’s Deep Water Container project and has formed a Committee of experts comprising professionals, specialists and academicians in this regard.
Institute of Business Management (IoBM) is the only such institution to be represented by two experts at SEPA including Dr Shahid Amjad and Moin Uddin Ali Khan. Environmental issues facing the project includes mammoth task of dredging millions of cubic meters of material and making way for channel so that big ships can come in. The place where the dredging material is to be dumped is not clearly identified. Furthermore the quantum of emissions from the stockpile of dredged spoil is also a point to be taken care off.
The real challenge before experts and academicians at SEPA is that such impacts have to be considered during construction as loss of benthic fauna and flora, re-suspension of contaminated sediments, loss of historical features, disturbance to marine species from underwater noise and vibration, noise and vibration impacts on the local community, reduction in air quality due to vehicle emissions, increased number of traffic movements, disturbance to fishermen and navigation, reduction in water quality within the PDWCP basin, sediment accretion, potential impacts for starvation of sand, loss of fishing area and disturbance to navigation.
