Ishrat Ul Ebad Khan chairs meeting to review mega development projects

KARACHI: Sindh Governor Dr. Ishrat Ul Ebad Khan on Thursday chaired a high level meeting to discus and review the progress on Federal Government funded mega development projects in the province and the municipal schemes of the city. The Governor directed the concerned agencies to expedite the work
on the projects and schemes.
The meeting discussed in detail the Lyari Expressway Resettlement Project (LERP), K-4 Water Supply scheme and S-3 Sewerage scheme of the city, Karachi Circular Railways (KCR) System, Karachi Mass Transit system, Scheme-33 aimed to improve infrastructure in the city,
Motorway between Karachi and Hyderabad (M-9).
Besides Senator Sughra Imam who has been appointed as Focal Person on the Federal Government funded development projects in the provinces, Federal Minister for Overseas Pakistanis Dr.Farooq Sattar,
Sindh Ministers Syed Murrad Ali Shah, Aga Siraj Durrani, Sharjeel Inam Memon, Dr. Saghir Ahmed, Members of National Assembly, and senior officers representing different Federal and Provincial departments attended this important meeting.
The Governor said that President Asif Ali Zardari and Prime Minister Raja Pervaiz Ashraf wanted execution/completion of these mega development projects and the municipal schemes on the schedule. They are taking personal interest in these projects. For due pursuance and monitoring aimed at the earliest possible completion of these projects, they have appointed Senator Sughra Imam as the Focal Person, he said. He said that these projects would prove very beneficial not only for Karachi but for the entire country.
The Governor directed to start work on Lyari Expressway Settlement Project within a week. He ordered the concerned the agencies/departments to immediately remove all the hindrances in this way. He said that delay in execution of this project has caused constant
increase in its cost.
He also ordered to immediately start the work on Karachi-Hyderabad Motorway (M-9). As per directives of President Asif Ali Zardari, the work on this project should be carried on fast track so that the people can benefit from it, he added.
The Governor also directed to remove the remaining encroachment on the track of Karachi Circular Railway (KCR) on emergency basis. He ordered the Commissioner Karachi to daily submit the report in
this regard. He asked the Pakistan Railways authorities to keep regular contact
with JICA, a doner agency of Japan for the funds released so that the work could be carried out according to the plan.
Dr.Ishrat Ul Ebad Khan praised Senator Sughra Imam for taking keen interest and regularly pursing the progress in this regard. Senator Sughra Imam underlined the need for practical steps for timely completion of the projects. She also proposed that Sindh Government should formally request the Federal Government for finance and other support, if required.

Foundation stone of Rs 383m flyover laid

KARACHI (PPI): Governor Sindh Dr. Ishrat-ul-Ebad Khan on Wednesday laid the foundation stone of a flyover being at Water Pump roundabout of Shara-e-Pakistan with a cost of Rs383million.

The flyover would be completed in a period of six months. Governor said work on eight flyovers currently being started in Karachi out of which four will be on different locations of Shara-e-Pakistan.

On this occasion, the Governor said Water Pump roundabout was an important intersection which not only caters the traffic moving and coming from Sohrab Goth but a large number of vehicles also crossing it from Gulberg, Azizabad, North Nazimabad and North Karachi.

After its construction traffic flow at this intersection would improve and the time and fuel of citizens saved, he added.

The Provincial Minister for I.T Raza Haroon, KMC Administrator Muhammad Hussain Syed, D.G Technical Services Altaf G. Memon, P.D Syed Muhammad Taha and other high officials were also present on this occasion.

He said work on Jinnah Terminal Flyover and Ayesha Manzil Flyover also underway and will be completed on time.

Governor Ishrat-ul-Ebad Khan directed that construction work on this flyover must continue round the clock with the immediate completion of service road which will be used in the traffic diversion plan.

The Governor was briefed that this 460 meter long flyover would have 8 spans 64 girders and 112 piles.

The citizens would be provided with alternate ways during its construction.
It was also informed that the construction of Dak Khana Intersection Flyover in Liaquatabad will also begin in this week with an estimated cost of Rs472million whereas the Teen Hatti Section Flyover would have an estimated cost of Rs266.65million.

Work begins to widen 7.89km Hawks Bay Road

KARACHI: Lyari Development Authority (LDA) has started work on widening of 7.89 kilometers main Hawks Bay Road which will help facilitate inhabitants of the area as well as reduce traffic congestions for picnic goers to Hawks Bay and Sandspit beaches. Director General LDA Agha Maqsood Abbas reviewed different infrastructure development works carried out in Hawks Bay Scheme 42 at a high level meeting held here at his office which was attended by the senior engineers and officers of the authority. Under the scheme, total reservation of Main Hawks Bay Road is 300 feet and existing 48 feet wide dual carriage way will be turned to 96 feet wide dual carriage way. The meeting was informed that on completion of this project, the people visiting Sandspit and Paradise Point and living in and around Hawks Bay would have modern road facilities thereby reducing the travelling period from the city to Hawks Bay Scheme. The sewerage work on 140 kilometers has already been completed while the work on 6.25 kilometers is in progress, the meeting was told. Besides, out of 15 culverts, 14 have been completed and the work on remaining one culvert is going on.

Experts suggest constructing expressway instead of M9 motorway

The experts, representatives of the civil society and traders and other stakeholders have suggested the government to construct expressway instead of proposed motorway (M-9) between Karachi and Hyderabad in order to avoid demolition of petrol pumps, gas stations, restaurants and other trading shops along the highway.

As a result of demolition of petrol pumps, gas stations and restaurants for construction of Motorway, scores of people could not only deprive employment opportunities, but the residential colonies would also experiences numerous issues, they expressed these views during public hearing, conducted by Environment Protection Agency Hyderabad Region here on Wednesday.

The public hearing was organized in order to get the views from the stakeholders regarding environmental affect as a result of the construction of Motorway between Karachi and Hyderabad. Chakar Khan Shoro and Badal Khan Palari, the representatives of Shoro and Palari communities of Louni Kot said that as a result of conversion of Super Highway from Motorway, thousands of the local people of the area will be affected because at the one side of highway, they are residing while the other side, they have their agricultural fields and ancestral graveyards. With the construction of Motorway, they said that local population could cross the Motorway through interchanges and flyovers which to be constructed at every 40 kilometers of the Motorway. The construction of Motorway will also affect the wildlife of the area, they said.

The social issues have been neglected while preparing the feasibility report of Motorway, the said and claimed that it is against the international rules for construction of any mega project. The representatives of petrol pumps, gas stations, restaurants, workshops and other trading shops with completion of the proposed projects, thousands of workers could become jobless.

They suggested the continuation of status of Super Highway with construction of two additional carriages in order to avert such unemployment. The pointed out that no indication was made in the feasibility report regarding alternate route in proposed Motorway in case of occurrence of major accident or collapse of flyover or bridge.

The Project Director Motorway M-9 Jamal Yousuf while speaking on the occasion said that the government has planned to convert Four Lane Super Highway into Six Lane Motorway from Hyderabad to Karachi in order to provide advanced communication facilities to commuters. He termed the project as important for the country and said that after completion, it will provide many benefits to the people including promotion of trade activities.

Responding the objection of the representatives of the local population, he informed that flyovers have been proposed at every 15 to 17 kilometers and the issues of local population were not neglected in the feasibility. The pedestrians flyovers including passage for motorcyclists and construction of footpaths are also incorporated in the feasibility of M-9 Project, he added.

He informed that installation of iron grills have been proposed along the proposed Motorways in order to avert any incident. He informed that the process of conducting public hearing is in progress in order to remove the reservations of the local population and in this connection, the NHA conducted such programmes in Karachi, Dumba Goth and Edhi Centres. The project will be implemented after removal of all reservations from the local population, he assured.

The representative of the firm, engaged for construction of Motorway informed the participants that the project has been handed over to the company on January 16, 2012 and he assured that the project will be completed with the consultation of all stakeholders.

Ibad seeks complete uplift plan for Safari Park

KARACHI: Sindh Governor Dr Ishrat-ul-Ibad Khan has said that Safari Park was a very important recreation place in the city,therefore, this facility will be up-graded and renovated.
With the establishment of modern birds aviary, five big animals will be brought to Safari Park. He expressed these views while inspecting the ongoing development works during a visit to Safari Park along with Provincial Minister Raza Haroon, KMC Administrator Muhammad Hussain Syed, Metropolitan Commissioner Matanat Ali Khan whereas Sr Director CSR Muhammad Rehan Khan, Director Safari Park Salman Shamsi and other officers were also present on this occasion.
The governor said Safari Park had now become quite attractive with the renovation and other works started four months ago. The construction of wall from Madhoo Goth to
Safari Park and the inner roads was completed and the newly developed greenery with tree plantation had brought considerable improvement in the park’s environment. He said the pair of Bengal Tiger and Puma would be inducted in Safari Park in next 15 days whereas 80 percent of the construction of Elephant Enclave was completed and with the finishing of remaining work, the elephants would be left there to roam around freely.
The Senior Director CSR at the briefing informed that the construction of Elephant Enclave in Safari Park was started on the directive of the governor, which would be completed next month. This enclave would have a bathing and rest area for elephants and sheds on 2800 square feet area.
He further said that two and a half kilometer-long roads were constructed in Safari area with a cost of Rs20 million. Work on peacock’s enclosure was also initiated and the irrigation system was being installed in the park to ensure water supply to the different portions and cages of animals. The administrator said the renewal and renovation work in Safari Park would continue and would be made a well standard and modern recreation point in the city.
He said new style swings for children would be installed here with the re-construction walking tracks for youth and senior citizens. The administrator said many new animals, including lion, giraffe, rhinoceros and chimpanzee, would soon be inducted in Safari Park whereas boating facility would be started in the central lake.
Ibad directed to prepare a complete uplift plan for Safari Park so that it could be declared a mega project and all facilities provided to it.

Work on Lyari Expressway remaining portion to start soon

KARACHI (APP): Commissioner Karachi Roshan Ali Sheikh has said that the construction of the remaining portion of Lyari Expressway project will be started soon and the encroachments are the biggest hurdle in execution of the work.

He said this while addressing a meeting with regard to Lyari Expressway project in his office here on Thursday.

He said that the foundation stone of the construction of remaining portion of Lyari Expressway will be laid in October this year. Roshan Sheikh said that all the encroachments which are hurdle in execution of the project will be erased ahead of commencement of the work.

Anti-encroachment operation will be launched under the joint supervision of the Deputy Commissioner Central and West, he said.

He said that the effectees of the project will be given compensation soon as the funds for the purpose have already been released.

Additional Commissioner Karachi, Kamran Shamshad, Deputy Commissioner Central, Dr Saifur Rehman, Deputy Commissioner West, Ganhore Ali Leghari and other officials concerned were also present.

Germany has started 14 projects so far’
KARACHI: Consul General of Federal Republic of Germany in Pakistan Dr Tilo Klinner said his country had started more than 14 projects in Pakistan.
Speaking at a reception held in connection with celebration of the Day of German Unity at the consulate, the German consul general said it was his earnest desire to see Karachi regain its rightful place as the city of lights and said that Pakistan can always work with Germany to improve its infrastructure.
He said Germany had started several alternative energy and infrastructure projects to contribute to Pakistan’s development.
Klinner said the Day of German Unity was a very happy occasion and the German reunification was a unique achievement not only for Europe but the European Union as well.
Sindh Assembly Speaker Nisar Khuhro, who was chief guest on the occasion, said that Pakistan had great regard for Germany and the country can learn many lessons from Germany in travelling the road to prosperity.
He added that Pakistan will overcome all its adversities and it greatly appreciated the help that Germany was providing in many projects. He hoped that both Pakistan and Germany will continue to work together.

Work on S-III, KIV projects soon:
Governor Karachi, Governor Sindh Dr Ishratul Ibad has said that the work on Greater Karachi Water Project K-IV and S-III projects would soon start that will supply 260 million gallon water to city. Addressing the media at the program for enhancing KWSB pumping stations capacity by US-Aid, he said 40 per cent of the energy will be conserved after implementation of this program. Governor also hailed the services of MD KWSB Misbah Fariduddin. Sindh Minister for Local Government Agha Soraj Durrani, Commissioner Karachi Roshan Ali SHeikh, IT Minister Raza Haroon, US Consul General and members of Sindh Assembly were also present.

Operation against encroachments along LEW starts

KARACHI (PPI): Commissioner Karachi Roshan Ali Sheikh has said that crackdown had been started against encroachment on way of Lyari Expressway and 30 illegal makeshift settlements had been dismantled.

In a meeting at his office on Tuesday, DC Central Dr Saif ur Rehman said his anti encroachment team faced strong resistance from people in Liaqatabad Town area in the operation.

Flyover project launched

KARACHI, Oct 7: Sindh Governor Dr Ishratul Ibad laid the foundation stone of another flyover in Liaquatabad at Dakkhana on Sunday.

He said that the flyover would be completed in six months with an estimated cost of Rs369million.

He said that Sharhah-i-Pakistan was an important corridor, which connected the city to Superhighway.

Besides 6,000 buses and minibuses, heavy traffic and private vehicles passed through this corridor so it was decided to make it signal-free to improve the flow of traffic, he added.

The administrator of the Karachi Metropolitan Corporation, Muhammad Hussain Syed, informed the governor that the three-lane and 460-meter-long flyover would be completed with a cost of Rs369.978 million.

He said that a flyover at the Water Pump intersection would cost Rs493m, the Aisha Manzil flyover cost Rs378.20m whereas a flyover at Teen Hatti would cost Rs266.65m.

New commissioner lists priorities
Karachi

The newly-posted Commissioner Karachi Hashim Raza Zaidi on Monday assumed charge of the post and after visiting Abdullah Shah Ghazi’s shrine in Clifton ordered removal of encroachments and curbing activities of narcotics peddlers around it in order to restore sanctity of the famous shrine.

The new city’s commissioner, who served as director-general of the Provincial Disaster Management Authority (PDMA) before assuming charge of the commissioner’s post, held the management of Abdullah Shah Ghazi’s shrine responsible for not removing encroachments and curbing activities of the narcotics mafia around the mazar’s premises.

Also speaking to the media on the occasion, the new commissioner expressed his resolve to remove illegal water hydrants and complete the long-delayed highway project of the Lyari Expressway (LEW). He, however, remained non-committal about giving any fixed date for the two major causes in the city.

The commissioner Karachi said that he would work with all the concerned stakeholders and departments for the uplift and progress of the city so that its dwellers could be given maximum relief on the front of civic amenities.

The city’s commissioner, earlier held a meeting in his office with his subordinate staff and officers and exhorted them to observe punctuality in the office timings and routines so that the people visiting the offices of the commissioner, deputy-commissioners, assistant-commissioners, could be served in a best manner for resolution of their vital civic problems.

Zaidi, a grade-20 officer of the Sindh government who had also served as the Sindh secretary health, earlier also attended a ceremony at the office of Sindh Chief Secretary Raja Mohammad Abbas, where representatives of the People’s Republic of China donated Rs0.2 million for victims of the horrendous fire incident in the Baldia Town factory last month.

Later, he attended a meeting at the offices of the KMC, along with the KMC administrator, for reviewing the affairs of an upcoming cleanliness drive.

Cottage Industrial Zone at Taiser Town

KARACHI: The cottage industrial zone being established at Taiser Town Scheme 45 here would help generate better economic opportunities for poor and the commonman.

This was stated by the Governor of Sindh, Dr. Ishrat ul Ebad Khan.

He was speaking at the foundation laying of the cottage industrial zone at the Governor House here.

The Sindh Minister for Local Government, Agha Siraj Durrani, and Managing Director of the Malir Development Authority (MDA), Muhammad Sarfraz Khan, also expressed their views on the occasion.

The Governor said that the cottage industry has an important role towards the economy of the country.

He stated that the cottage industry would help spur development in various sectors.

Sarfraz Khan said that the Taiser Town consists of 100,000 residential and commercial plots.

Agha Siraj Durrani said that it is the desire of President Asif Ali Zardari that better residential facilities are provided to the people.

He also appreciated the interest of Governor of Sindh in the scheme of the MDA.

Umer Sharif Park inaugurated in Clifton

Karachi
Governor Sindh Dr Ishrat-ul-Ebad Khan on Wednesday inaugurated a park in Clifton named after famous stage and TV artiste Umer Sharif.

The park, near Bilawal House Chowrangi and Ziauddin Hospital, was constructed on a 2.3 acre piece of land at the cost of Rs26million. The governor also inspected construction work at the Bagha-e-Ibne Qasim and roads surrounding the area.

Those who were present on the occasion included member Sindh Assembly Muqeem Alam, Administrator Karachi Muhammad Hussain Syed, Commissioner Karachi Syed Hashim Raza Zaidi, Director-General Parks KMC Niaz Ahmed Soomro, actor Umer Shareef and others from the entertainment industry.

Dr Ishrat-ul-Ebad Khan, on the occasion, said that parks had already been named after the late Mehdi Hassan and Moin Akhtar and now it was time to mark yet another great name in entertainment. More parks and corridors of the city would be named after players and artistes, he declared

He also said that a Legend Trust had been established to provide financial aid to more than 30 deserving artistes.

The governor also said that four flyovers at Shahrah-e-Paksitan and other corridors of the city were being constructed, along with development work related to new hospitals and recreation facilities.

Administrator Karachi Metropolitan Corporation Muhammad Hussain Syed said that the municipal body considered development works as part of its duty. He said that through the improvement of arts and literature as well as sports, the softer image of Pakistan would be projected to the rest of the world.

Foundation stone of Teen Hatti flyover laid

Sindh Governor Dr Ishratul Ebad Khan on Thursday laid the foundation stone of the Teen Hatti flyover having an estimated cost of Rs175 million.

This is the fourth flyover on the proposed signal-free corridor-V whose foundation stone has been laid by the governor. Earlier, construction works were started for Dakhana, Ayesha Manzil, and Water Pump flyovers for signal-free corridor-V.

In this connection, during a four-hour long visit, the governor also inspected development works of over 12 projects in different areas of the city, including Ayesha Manzil, Water Pump flyover, Banaras Chowk flyover and a park at Sakhi Hassan roundabout.

He said that construction work had begun after laying foundation stones of four flyovers of Corridor-V, which would be completed within the next six months.

He said that Teen Hatti flyover had been designed in such a way that it would not affect Lyari Expressway.

He directed the officials concerned that alternate traffic diversion plan should be implemented so that citizens could be facilitated during the course of development works.

Khan also inspected the construction work of flyovers at Water Pump and Ayesha Manzil traffic intersections, where Administrator Karachi Muhammad Hussain Syed gave a detailed briefing about the speed of construction work.
