See the answer below. No one is justifying or preventing the law from taking its course. It is the politics that is associated it. Many religious leaders came forward before and after this, that if beef eating is hurting the sentiments of people you know, your neighbours, then what good is it. But some want to eat beef just to rub it in the faces. Beef party organizers have just this political motive nothing else.
Same people going gaga over Mughals conveniently avoid the fact that they too banned beef.

In Muzzafarnagar, there were beef jalsas every Friday in the nineties - open mocking of hindu beliefs was the order of the day and a cow's head was a talisman - always deposited in some busy thoroughfare. Even Sikh Gurdwaras were not spared.
Same for Gujarat. From 69 onwards, so many riots happened, all instigated by peaceful Muslims - no justice was done. Not one leader was convicted. Godhra - the infamous town was a prominent riot prone area - with riots happening (and minority Hindus killed/raped) every five to ten years.
The patience has run thin. In places where law and order prevails - we will repose faith in the system - like Gujarat (now), HP, Uttarakhand, MP, Maha, Odisha (more or less), etc. But in the lawless 'Wild West' of UP and Bihar only raw might talks, the police is just the goonda of the local ruling party.
And then there is the common case of cow theft - absolutely nothing happens to the perpetrators. Go yourself and see how young cows are protected by armed villagers to prevent theft in West UP. There is a huge demand for them in BD and Old Delhi.
Try as all might - the locals (Hindu and Sikh Jats) will do their best to save their cows. Jo ukhadna hai ukhad lo.
