Nothing at all, ISI never kills any innocent people or maintains terrorists as ''strategic assets'', like the haqqani network. Only RAW does such things. ISI wouldn't kill Indians, because they love them so much. Making India bleed through a thousand cuts, making it spend massively on security, bogging our armed forces down in counter insurgency - oh no, the ISI never does such things. It's all RAW that kills both Indians and Pakistanis. Only RAW has anything to gain by killing innocent Indian civilians.
