Yes,iam well aware of the fact where this funding has been coming from, and its not today but has been a thing for a while now. If i am being an amateur ,able to identify the black spots in the area then am sure intelligence agencies are well aware of them too because some of these madrasas are well under the nose of elite.
Being an intelligence agency doesnot mean you go and do whatever you want, they have done that and we labled them with missing person case.now they have left the execution part to police, which has failed to act

Well i don't get why people get all in arms when someone Criticizes ISI( and other Intelligence Agencies) .

After 26/11 public and press hammered Indian Intelligence Agencies ( RAW and all) forcing government to take many radical steps . ( Even a couple of new agencies were formed) .

Few years down the line the terrorist attacks have nosedived to rock bottom . ( While it is not all because of Intel agencies , completely , other geo-political factors have played it's part yet ) .

ISI was created solely for operations overseas and that is their sole mandate.

Yes, they are suppose to keep tabs on foreign fighters, they have succeeded at some points and failed at some too.
BLA and Shia killings are too different.with this particular case the terrorist organization in question is homegrown and funded by middle eastern countries so the case falls with internal security agency. However isi was still tasked to do this job to o, they managed to get some and failed to catch few, every day vehicles are caught with weapons and explosives
