What he meant , as I can deduce, the PLA in 1962 was more prepared for war as it was very battle hardened (due to conflict first with forces of Chaing Kai shek and later involvement in Korea).

The PLA has fought no battle or war in last 25 years, while India has succesfully won battle of Kargil in 1999, 15 years ago.

And then the article is true to large extent. Do not forget that China is under Arms Embargo of EU and US. China does not have MIC as big and more importantly as mature as that of Russia let alone that of US.

China is doing good on this front but it has long way to go.

Now to get back on topic. This is about if the PLA is weaker than it is perceived.
I would argue it is true, there is a LOT of propaganda for the PLA, and I remind people, that they DO have a propaganda brigade, whom might by on this very threat talking about 62. lol
Seriously, the military embargo by the west has hurt the PLA.
Power projection is very weak area of the PLA and the do recognize this issue. It will take 10 years or more until this changes.
Requires, ships, cargo aircraft, 4th gen aircraft and aircraft carriers. Not to mention, the training which is the weakest area.
Both the PLAAF and PLAN do not venture outside Chinese waters often, at least for long term. This has only recently changed this decade. This may be because the PLA now lack confident middle ranks in its class. It is possible for someone whom was a PLA soap opera singer to become a PLA general! or even the 1st lady in the CCP. A reformation if in order.

This was a military confrontation to see who is the superior country, superior military and above all, who is the superior civilisation.
PLA victory over the Indian military proved China, Chinese people and Chinese civilisation is vastly superior to India, Indian people and Indian civilisation.

That humiliating and spirit-crushing defeat inflicted mental scars on the entire Indian population because India realised it is an inferior country and people to its historical neighbour China.

From 1962, China always looked down on India and Indians as defeated people. That's why China don't even care for India. China proved its superiority once in for all in 1962.

China has now moved on and become a truly independent country with an independent foreign policy, while India is still stuck in the past being a mere pawn to the West.

China views India as a defeated country ever since 1962.
