I am not implying anything of that sort.. nor is that even in the scope of the topic.
All I implied is that Hafiz Saeed is the leader of an organization designated as a terrorist front and that is still his primary concern.
Narindra Modi is the Chief minister of a State and a politician.. and his seat is his primary concern.

Two extremely different things.
Although the two have their thirst for power in common.. each has different aspirations..and on much different scales.

Hafiz Saeed will not be seen in a Hindu Temple in Karachi or wherever..since that is against his primary goal of promoting a Jihad.

Modi will be seen as much in a mosque , a temple or a church ..as long as it gets him votes..
that is his primary goal.
