Indo-Pak Cooperation - Options

In Which sectors Indo-Pak cooperation is most feasible

It is an understatement to say India and Pakistan are not on good terms however it is also a fact that despite not being on best of terms countries often cooperate and collaborate in areas of mutual benefit. Current times are full of such examples

We see extensive collaboration b/w China and US in all spheres not touching national security. US benefits from cheaper manufacturing, lower priced goods and increased consumer choices while China earns valuable FOREX, gets technological and manufacturing capacities and learning and creates jobs for it's workers.

We see Chinese companies investing in Indian Start ups, funding Indian infrastructure and collaborating projects such as AIIB, BRICS Bank and SCO.

This covers just India, China and US - chief subjects of interest in our forum but their are many such partnerships like China-Japan, China-Taiwan, US-Russia, Europe-Russia, Europe-China etc.

I would look forward to sectors or platforms of collaboration b.w India and Pakistan which would form a win-win scenario with little to no bearing on National Interest and would ask indulgence of posters to build and expand on them

1. Media and Entertainment

There is a huge demand for Indian content in Pakistan and vice-versa and we have seem many collaborations where Pakistani actors have performed in India and reverse. However it would do well establish a nodal agency which would allow artists and content creators on both side have increased and not less access to other's markets. Funding avenues should be opened up so that Indian money can flow into Pakistani cinema and bring forth Pakistani content to Indian markets.

2. Governance and Democracy

India has had a relatively successful experience with Parliamentary Democracy and Pakistan is well on it's path to shake up the baggage of past coups. Greater interaction b/w our parliamentarians would result in first hand exchanges (not on how to loot people :)) on how to deal with emergent problems like targeted resource allocation, priority sectors of funding, taxation and liberalization policies, experiences with foreign investors and manufacturers looking to set up shop etc.

3. Space Applications

While India has already offered the services of SAARC Satellite, it is not boastful to assume Pakistan's SUPARCO can benefit from exposure to non military related space applications. In this context India can offer to carry commercial, educational and weather monitoring payloads for Pakistan at discounted prices.

4. Sports

India and Pakistan are both under achievers when it comes to sports in general. While political differences have put a road block from greater interaction in field of cricket, there is still lot of space for leagues in football, badminton, tennis, hockey, boxing etc. Foreign trips are usually expensive while India/Pakistan are literally next door! This way we can play some quality matches at fraction of costs.

5. Agricultural Research

We both suffer from acute water scarcity and situation certainly ain't gonna get better in future. The need of the hour is to develop subcontinent specific technology to cultivate crops using the minimum amount of fresh water. This is one area we can do quality scientific work along with Israel and ME countries

6. Common Markets

While India has offered MFN status to Pakistan the reverse is not true but still there is lot of trade which takes indirectly via Dubai/ME which results in massive commissions to middlemen. It would be beneficial to traders and exporters of both sides if they can directly access markets atleast for agricultural produce.

We have seen multiple cases of stratospheric price rise of commodities in India requiring expensive imports which can be provided by Pakistan at a fractional cost. Modi instead of going to Africa can just load up trucks in Pakistan and in case of Pakistan lot of their produce goes to waste due to lack of proper storage.

7. IT/ITES

Pakistan is a huge untapped market for Indian IT/ITES services and at the same time, if India shouldn't be hesitant at training the Pakistani work force because by the time they are mature enough to offer the same bouquet of services - Indian companies would have moved to higher level of value added services leaving support and legacy systems market to Pakistani companies.

E-Commerce is another area where companies like Flipkart, Snapdeal can expand into Pakistan and offer Pakistani consumers greater choice at a cheaper rate.

Entertainment and sports are really the only two fields that both nations can fully cooperate on without controversy...if politics doesn't interfere.

Trade with India is open since 1947
we have an FTA with them
something we dont have with many countries
it never was about trade or media or sports we all know where it begins and ends

nevertheless personally i would try to have collaboration in space and tech
but given current scenario only possible regions are media and sports

Too much of cooperation drama with pakistan. There should not be any relationship with pakistan, we need to stop feeding a nation whose only interest is bleeding India with thousand cuts. What we need is a political solution, if that is achieved with talks, it's well and good, and if not we should look forward to military solution. After this only there can be any cooperation.
Pakistan is neither significant nor needed factors in Indian trade or development. We have nothing to gain from pakistan only loss.

Pakistan has repeatedly refused to give MFN to India....even after India gave it to Pakistan in 1996.

There was no FTA since 1947 lol. Free trade principles may have covered a few products at certain times (normally agri produce and sometimes cement) but thats about it.

Sports! Helping each other out in various sports will improve us on world stage. And competition with each other will force other to do well setting up bar above each time just like cricket. But incidents like showing fingers to crowd in Champions trophy repels from any kind of assistance to each other.

Ita again a good topic to think using grey matter.

Even though in general we all get swayed by saying say media & entertainment -in reality that's a difficult choice bcz it's more of Bollywood choice of fame and hitting jackpot then actually say really artists of both sides working in each others industry. Same is the case of sports, India vs Pakistan rivalry is legendary. The wins and losses and the deep attached emotions kind of takes the sheen away from sportsmanship and often the "committees" formed to review the losses tend to do showcase how politics gets entangled in sports domain. This actually makes sports a subset of politics and thus does not help in building the goodwill and non military based confidence building measures.

In theory and potentially more simpler people to people contact and interdependency for such non military CBMs can be achieved by last three choices of agricultural research, common market and IT only.

It can be generally stated that
  • Development in each of our country as on today
  • Potential growth unlocking initiatives and projects undertaken by both sides to quicken the pace
  • Changing geo political ans economical environment.
  • Changes in our trading basket with multiple countries
  • Demand for new energy sourcing which are clean and renewable versus present dependency on fossil fuels.
All these and many more such points provide an excellent opportunity where both countries can help directly benefitting both sides.

The importance of these pointed oppurtunitues can quicken the pace if say both sides focus on
  • Adequate information exchange between industry bodies of both the countries
  • Free flow of information
  • Non biased neutral media of both sides to help reach greater masses
  • Technological cooperation wherever is possible
  • The bludgeoning and growing middle class market which exists in all spheres right from urban to sub urban to rural and the young population in age allowing a much longer timeframe in terms of market opportunity.
But there are potential roadblocks as well
  • Political issue of both sides where economy, trade and opportunities succumb to being tools in the hand so the government.
  • Absence of tier 2 and 3 or track 2 or 3 level contacts to create some basic confidence.
  • Inability of ambassadors posted in respective offices of the country to take mild cooperative view versus hawkish official line.
  • A largely restricted visa application approval owing to deep suspicion and political unwillingness.
My bets if I can place would be on the following initiatives
  • Joint research on availing a new Green revolution
  • New technological and industrial cooperation which can help a lot in manufacturing sector
  • Joint industry ventures to leverage on low cost of labour and quicker access to regional market via connectivity.
  • Renewable energy cooperation with focus on solar energy which is needed in a big way. Green energy initiatives will work a lot wonderfully for future generation.
  • India's IT revolution can be replicated in Pakistan and India Pakistan combines can take the value chain pie better. Of course India has to move up the chain itself in order to train and allocate its present share of work to new opportunities in Pakistan but that's a very strong field of cooperation.
So that's what I feel. Every small step taken will be de escalating the tensions surely but results will take time.

The word " Cooperation " means Both sides working together for MUTUAL gain

What will India Gain by cooperating with Pakistan

There is NO field of Human endeavour where Pakistani Knowledge is SUPERIOR
to India infact Even Pakistani AGRICULTURE is struggling

So any cooperation would only benefit Pakistan

Pakistan has a huge market of 200 million plus pop with similar levels of consumption patters, savings and earnings as that of India. Indian companies have a gold mine right next door which can tap as they would be more competitive due to reduced logistics costs and linguistic similarities.

Do you think our Auto sector won't benefit from exports to Pakistan or for that matter our services or pharma sector?

Pakistan buys MANY things from us directly and indirectly via DUBAI

WHY -- to save transport costs

Dubai does nt make anything

SImilarly Some Indian engineers work in Pakistani Textile factories and power plants

Why Because Indian Companies supply MACHINES to Pakistan
SO they go there and install machines ; run them and come back

They are NOT allowed to leave the factory premises -- anyway that is a different matter

This is all trade AND when you have to BUY something -- You buy it

All this trade BENEFITS India because we are earning dollars

Now coming to COOPERATION -- what does that mean

That we Transfer Knowledge and expertise to them

SORRY -- even China does not do that

Trade is a Necessity ; when their Textile factories dont have cotton they buy it from us

When we need onions ; we buy it

Cooperation is a MATTER of choice

In cooperation both sides must GAIN ie their knowledge and expertise must be ENHANCED

India will not gain anything even by Producing FILMS with Pakistan

Because our films have very high technical quality ( but poor stories :angry: )

And our film technicians LEARN from Hollywood people

That is why our films run there and THEIR Actors come here

Let China help them with Knowledge; Technology and expertise

Who is stopping them

In fact China is taking full advantage of their weaknesses
