Further, since there is suspicion of an Indian citizen who is a member of ISIS being involved, to conduct an investigation against him and try him in Indian courts, an FIR will have to be registered here in any case. Such a thing must have been done in the US also for the Pakistani American David Headley who was involved in the 26/11 attacks in Mumbai, even though the attacks did not take place in the US but he was tried in the US.

I think this is all too complex for you to understand but I hope others reading will get it.

Nope...Not at all...There are few instances of from Southern states of India where people participated in ISIS recruitment in recent years...Those specific groups should be targetted and eliminated...
