Wherever there is terror ISIS is there... Remember the Las Vegas shooting, at first before the suspect was known to everyone, guess who claimed responsibility? ISIS has become the excuse of terror related attacks around the world by any nefarious government that wants to accomplish its goals, but I think every government and intelligence agency is onto it, which is why I agree that this does reek the smell of India since they benefit the most from it.

Is ISIS directly responsible for it? I doubt it, but it does make sense for them to have logistics and planning. No proxy group on its own can operate without the help of a state actor, which does hint at India. But I would keep my mind open. It is very possible that it could have been anything, even a mentally ill person who simply just lost it and decided to kill people, and ISIS like the well behaved boogeyman they are, just simply accepted responsibility since for them any kind of press is good press.
