What I get from the article is that Indian students are a whole lot smarter than their Chinese and Russian counterparts.

In the first two years, when the foundation is built, we are better.

But in the last two years, when we need good equipment to build over our foundation, we lack necessary infrastructure, which I can attest to personally. For example, Indian universities still use technologies that are outdated because they are extremely expensive.

Nope, Majority of Indians get educated in their local language. English education is available only in Large cities and only in expensive private schools.
