You may be right in your arguments but that hasn't trickled down to India's individual student's objective, if you will.
Let me be clear. Indians are interested in making money rather than becoming researcher or PhD. In our world, Rich is successful and poor is failure, irrespective of educational accomplishments

What I get from the article is that Indian students are a whole lot smarter than their Chinese and Russian counterparts.
In the first two years, when the foundation is built, we are better.
But in the last two years, when we need good equipment to build over our foundation, we lack necessary infrastructure, which I can attest to personally. For example, Indian universities still use technologies that are outdated because they are extremely expensive.
It's not surprising since our per capita income is so low.
But the minute you send our smart kids over to the richer countries, they hammer their competition.
Dude, he is High IQ Chinese, with an IQ of 100. You can't expect them to think at our level.

The PISA in China is gamed.
They just pick a minimum of 5000 students and train them for PISA.
You are supposed to make unprepared, regular students write the test. Not actually train them for it.
