According to Geneva declaration, doctors have rights to choose patients.
But the same Geneva declaration obliged you to not bias patients on the religious, political or social identity.
So, things work quite oppositely.

Doctor has a right to choose which patients he will treat or not treat.

Pakistan should step up their assistance from just political and include economic assistance , free medical facilities in pakistan, visa free entry, fully paid scholarships to study in UK or US. Pakistan should come out of rhetoric and show that kashmiris are really their blood.

Peaceful people of J&K visits freely any part of their country. Obviously the paid stone pelting extremists are the ones that are hated all over. But even to them the doctors provides the needed treatment, without any bias.
