You are right in some twisted way. Pagans are not supposed to be ruling over Paradise on Earth i.e, Kashmir.

Neurosurgeons are specialty doctors. Don't associate them with Hospitals and routine medical services.
"Paradise on Earth" was 70s era slogan to promote tourism and attract hippies. J and K is anything but paradise. Srinagar was ranked 241/250 in cleanliness ranking. I might not be a man of faith but I believe paradise is more cleaner than that.

Pakistanis are critical of their nation all the time, they don't pay taxes but want world class health facilities. There are half dozen liver transplant hospitals in Pakistan but Indians are cheaper so some people go there.
May be something should be done about the greed prevailing in your hospitals then?

You are right. I meant in context, not in real world stats. Infact, cleanliness isn't an attribute to define or designate a place as paradise. It has much more deeper religious roots.

You need to see the filth and squalor there first hand to understand the truth of what you are saying.

I have no idea why we don't just go in and clean the filth up.

How many more decades and generations are we going to wait for?

Just excuses and nothing else. Mostly rich/upper middle class people come to India for treatment. They don't lack money, what they lack is trust in Pakistani doctors.

In a govt institution there are so many steps to reach a conclusion that simply you can or can't do something on your personal or someone's choice.
Offcourse, I am not indicating on this particular incident.
Finally, doctors are human being too and parts of the society.

You can confirm this as you said you are a doctor. Neurosurgeons/ neurologists, specially, are emotionally passive. They themselves prescribe medicines for mood swings. They are one of last in lot to get angry over nationalism.
