India Asserts It Will Develop Rocket Engines - NYTimes.com

India said today that it would develop powerful rocket technology that it says it has been denied as a result of an accord between Washington and Moscow.

"The Government of India will not allow any setback to India's space technology and space program," the Foreign Office said in an official statement.

The statement added that while India could consider cooperation with other nations "in the space sector for mutual benefit, India will continue to develop the required technologies indigenously."

It will take India at least five to seven years to develop the technology that the Russians had agreed to transfer, and the local program will be far more expensive.

After negotiations in Washington this week, Moscow backed off its agreement to sell cryogenic rocket engines -- or giant, liquid hydrogen fueled engines meant for major space launches -- and transfer of technology that would help India manufacture these sophisticated engines.

Officials said the news was conveyed to the Indian Ambassador in Moscow on Friday.

Top Indian officials, including Prime Minister P. V. Narasimha Rao, met throughout the day today to discuss the issue. A senior Indian official who demanded anonymity said that while India regretted the Russian decision, it was not surprised.

"We've been long aware of the pressure that the United States has been bringing to bear on Russia and India to prevent the transfer of technology," the official said.

In January 1991, the Indian Space and Research Organization signed an agreement with Glavkosmos, the Russian space agency, involving the sale of the engines.

In May that year, the United States began sanctions against both the Indian and Russian space agencies, saying that their agreement violated the Missile Technology Control Regime, an informal accord between major Western nuclear powers that seeks to curb nuclear proliferation.

The sanctions continue to be in force although Russia has now accepted the regime.

India says it will not accept the regime, saying it does not have the force of international law, and underscored its traditional position on the Nuclear Nonproliferation Treaty, saying the treaty was discriminatory.

In January, during a state visit to this country, President Boris N. Yeltsin pledged that Russia did "not plan to backtrack" on the rocket contract despite American pressure.

The issue figured in talks between Mr. Yeltsin and President Clinton last week at Tokyo and was followed up in Washington this week by intense meetings between officials from both sides.

Both Moscow and New Delhi have asserted that the cryogenic rocket contract -- worth about $350 million -- was only meant for civilian purposes.

India has a military missile program, but an official spokesman said that the two programs were unrelated.

United States officials in Washington have been quoted as saying that some engines will still go to India under the agreement but crucial technology will be withheld.

"We do feel that we have given clear assurances and that the United States has not been sufficiently sensitive in its response," said Shiv Mukherjee, a spokesman for India's External Affairs Ministry. Other officials said that they were not surprised that Russia had "caved in" because it stood to gain far more from commercial space launches.

The Indian position firmed up after a meeting on Friday of the Parliamentary Consultative Committee on External Affairs, a body comprising lawmakers from all parties who are involved in discussing and developing Indian foreign policy. The Indian Government, participants at the meeting say, was fiercely attacked for being too submissive and yielding to what one leftist leader called "American bullying" on the cryogenic deal.

A launch of the cryogenic engine rocket is scheduled for 1995.

Failures are necessary! They help keep things in perspective and strive for perfection. Cryogenics is highly complex and it is only a matter of time that we achieve this milestone as well. I am sure other programs might get delayed but I don't mind waiting a few extra years for ISRO to succeed. All the best to them!
