AFAIK both of these technologies exist with India but not either is there with Pakistan.
We have DL variants of PSLV & GSLV what we have been testing for a while can implant their upper stages in orbit after putting satellite in orbit as a killer orbiter against the target satellite. For geostationary orbit, India's payload assist module upper stage can be added.
Similarly, India has DEWs too. Though bigger lasers like KALI & DURGA will have to be used, they have to be amplified for shooting down a satellite.
Shooting down a satellite with a laser is relatively difficult because of scattering. Currently, India's operational lasers are only for stunning human eyes for mob control and a few systems for shooting down drones are in development. Shooting down planes and satellites is a decade away at least.
I repeat, these technologies take decades and even if Pakistan manages to acquire them from somewhere, SSLV will make them useless.

"region". They aren't in any arms race. India alone forms 74% of population, 76% of area and 80% of economy of the Indian Subcontinent and being the sole real regional power and fulcrum of the region. Plus if there was any arms race, India won it long long ago while it was trying to match great powers.
Unlike Pakistan, the self proclaimed regional power withou any capabilities beyond its borders, India can mobilze military not only anywhere in Southern Asia but entire Indian Ocean region and can only be challenged by powers from outside world.
Indians actually hate Pakistan. The only two Pakistani things they are worried about Pakistani nukes and Pakistani terrorists with nukes. They look it down, not racing with it.

Off course, its expensive for Pakistan only. India's defense budget is as low as 1.46% of GDP and still going down.
Second, Soviet was matching US in every field. Pakistan is only investing in deterrents which ensure its existence. Soviet economy was even substantial against that of America and military in numbers was close in size. Same is not true for Pakistan against India. We are nothing like US-USSR/France-Germany. We are more like Russia and the Ukraine.
And the pace at which gap between India and Pakistan is growing, India will be far more powerful than Pakistan in upcoming decades, far far more powerful than its today.

India's gradually growing aggressive stance is proportional to its power. India was dominant in bilateral issues in 2010s unlike being same in 1990s. From now on, it will be more aggressive too with time.
