I don´t bully your space agency. I just say it goes the cheap way and is in no way adding any value.
I give you that you have talented people there but i can tell you their talent is wasted. Why wasting rescources and money in an obsolete technology? Does humanity really need another LEO-capsule?
We currently plan a mission to Europa. Go on and suprise us. Let your scietists make our mouth drop open and support us and push humanity as a whole forward. Go where nobody was before. There are so many places in the solar system we know almost nothing about yet. Evry world we arrive at is totally different than what we expected.
There are so many things you could so.
Look, our jupiter mission is on its way and we plan a lander on Europa. What if India sends a 2nd craft that also goes into orbit around Jupiter, allowing our machines to communicate and explore the system basicly in stereo.
We also plan another lander on Titan and have no plans yet to visit Enceladus. That could be your mission.
Or if you want an entire new field...there are two gigantic ice giants waiting out there. Uranus and Neptune
I give you that MOM was important for you and a great sucess. It shows you can do interplanetary missions and i see this as far more important than constructing an obsolete system like this capsule.
I might also add that ESA is a great supporter of your space agency. ESA let you fill out our launch schedule. When ours is full we give the launch to you.
Our deep space network helped to track MOM and send the communcation as well as the trajectory.
And you say MOM is first time that a mars mission was sucessful at first try. Thats true. NASA had failures and ESA had failures and the russians never reached Mars. But you foget too mention that our ESA Mars Express contacted MOM on her final approach and allowed your craft to navigate in real time.
You have no space station and no goal in LEO. Your obsolete capsule is only an expensive joy ride without purpose. You can get it much cheaper when you book into our systems in that aspect and concentrate on the real thing.
This is a first step into achieving bigger. WE will gradually evolve and not in a second. ISRO needs a lot more infrastructure for DS missions and only then we can attempt one. More importantly, we don't have resources for Space explorations, like you. And as you said earlier, we have got a lot of poor to feed.
MOM mission was a technology demonstrator rather than exploration. ISRO wants to launch commercial satellites at a cheap price. This CARE module was to prove that we can launch higher payloads into space.
As for ds explorations, your agencies are way ahead than ISRO. Even if it does start it, it will be only playing catching up. Let it grow and have funds like you, then maybe its real talents will be put to test.
