That has been a strategic blunder not to implement a well defined Taxation throughout the nation, and that took a toll in the foreign reserve of Pakistan.

1* Another hypothesis, given that majority of the high income groups in Pakistan have enjoyed a tax free business throughout their lifetime, don't you think they'll oppose the government's move to impose taxation will meet with severe criticism and opposition?

Keeping in mind, riches enjoys leverage in governmental decisions.

2** Another thing, there are many countries (namely US, Australia, EU)where one can get citizenship (immigration) by buying government bonds or investments of worth $200,000. Isn't there a possibility of the plight of the richer segment of population into those countries?

1* Of course, they already do (oppose it vehemently). Look at all major party leaders, PML (A/B/C/D/E/F/G........Z) they control most of the industries. Check their annual tax returns, NOTHING / ZERO / ZILCH / NADA. Dude, something amazingly BAD has to happen to Pakistan for us to get our act together.

2** No they can't. I know many people who tried it under the scheme you mentioned and various others (US/Australia/Canada EVEN Bulgaria / Estonia / Croatia). The problem is they need official source of that income, which they don't have the capacity to declare. Trust me on this one: They have in excess of hundred million dollars sitting in the banks, in gold etc, however have no receipt / record to verify ownership.

Trust me, i know many methods of cheating taxes legally. That isn't a problem at all.

They can legalize the threshold valuations by showing transaction of real estate properties, and transfer the rest amount by using money laundering service offered by many international banks, HSBC in India. :D

to increase invest , pakistan can give tax exemption to rich people at certain rate on particular sector ( this is good way to involve rich people in social and economic development )

You want them to go to US method, tax the fuk out of the poor while the riches enjoy sunbath in the beaches of Florida?

I dont say it. A Pakistani like you was saying when I spoke to him about AQ Khan that he has been arrested and no one cares that he developed bomb for Pakistan. And I was shocked to hear what he said, which I already posted about his fake house arrest.

@Hyperion : We aren't signatory to the NPT can we not, therefore, proliferate Nuclear Enrichment Know-how to other countries ?

I wonder how did most Western Countries got this know-how to begin with when the US & the USSR had all or most of them Ex-German scientists ? :what:

AQ Khan issue has been resolved and is in the dustbin of history. Now grow up, evolve and move on.

not really , if rich people invest in particular sector ( like poultry farm) which will create job opportunity for poor people.
 
Technically, yes we can. We can't be sanctioned, however, the nations buying / procuring the tech (if signatories to NPT) can be sanctioned.

It's not about law, it never is. It's about cumulative bullying power of the international community, and it will always remain the same.

You still aren't. Neither are we. CTBT/NPT/FMCT all are worse than poison, at least for us at the moment.

That isn't the logic, India wasn't a signatory of CTBT either in 1998.
