Brazil has already established several government programs to eliminate fossil fuels (ethanol and protection of the Amazon and such..
Russia
Russia CO2 levels are decreasing due to slumping economy and and since it’s such vast country in terms of land mass and decreasing population Russia has very littler affect on the total CO2 output
Russia would of gained carbon tax credit if they agreement materialized

I remember having a discussion with high ranking foreign official (non-Pakistani) And his comments on the Indian diplomats was they would always pull the strings of other states never present their own intentions but deploy others to achieve their objectives while insisting of an impartial position and blaming others of failures to reach accords.(typical Indian tactic of using others to achieve their personal gain, it’s ingrained in their society and culture

It sometimes surprises me that their is so much hatred between India and Pakistan that people from other side of border see everything in a negative light.
I mean this deal which BRIC nations are trying to get is supposed to help Pakistan too unless they have started considering themselves as a developed nation. But irony of the situation is that just to get one post of India bashing you just remove all the good that this can do for developing nations and just take the bad and dump all that on one nation - India ofcourse ignoring other nations since bashing China is a hara-kiri.
I hope most of the educated Pakistani members would not think on the same line as the OP. I mean we do have lot of differences but their are common interests that we share too and standing together for them won't cause loss of pride or be seen as a sign of defeat.

At that time, when India and China and Brazil etc have all the technologies to keep the environment clean and safe despite operating heavy industries, every nation will sing the environment song in unison.
At that time, when Pakistan's economy takes its pace, and begins to set up heavy industries, no one will lend it either the technologies, or the ear to justify its polluting the environment. At that time, Pakistan will be forced to buy such technologies at formidable costs and conditions, or to slow its economic growth considerably, making the lives of its citizens even more miserable.
