It's just their culture to dip their kids in cow dung. It does mean that they are bad people. Could any Indian share with us the significance of dipping their kids in the cow dung? Does it makes the kids smarter, bring them good fortune or wealth, ward off diseases, etc?
Its not a culture associated with a particular religion or cast but the locality in general. Scientifically, Cow dung has many antiseptic properties and was used for building homes and warding off epidemics in an era where medicines were in nascent stages of development.
A fact that may interest you is that, E-commerce giants like E bay and Amazon are selling it online.
