As for your last question answer is clear , we will rather choose slow growth over autocracy any day , no question about it .I don`t know if it is correct to compare cultural revolution with our inaction against the corruption which is ,no doubt, costing us dear.IMO,Lokapl bill is not the end of corruptuion in my country rather it is just a mean among countless others to fight corruption. It is extremely powerbill which gives immense power on the hands of ordinary citizens like me to exercise our right against corruptuion. So the question is are we ready for it ? you know the answer(with great power.......).So the provision of the bill must be fully debated before it is passed
Besides you would agree, i think ,that it is wise to pass a well planned and fully debated law by our lawmakers than just pass a powerful bill under the pressure of people who may not have a fully informed opinion. What happened in the past(previous 9 failures) is not related to present situation (evrytime lokshaba was dissolved before the bill could be passed)Anna and his campaign rightly gets the credit for popularizing the bill but in the end lawmakers should take their time to fully discuss the bill.
I tried to go through the contents of the bill ,but to be honest i m too stupid to understand the immensely mind boggling contents of the subject. If you have patience and intrest you may go through following links
