China first pointed out at Pakistan..ETIM and Pakistani extremists have a long link Chinese government knows it,it might not have been directly linked to that attack but Pakistani groups support ETIM,China knows that.What is being done on that?

And yes Indian people expected India to retaliate..do you know what Americans expect their government to do around the globe? People's expectations and government actions do not go hand in hand always..if USA went according to what its people wanted,China would have long have been wiped off .
But the government itself said another 26/11 kinda attack would give serious problems to Pakistan.
Only time can tell.
