Well what other way to ensure 'victory' to a military man who just witnessed few hundred foreigners invade their soil?
He did not say wrongly when he said we gave concessions, which was the road postponement. By right, we shouldn't even give such a concession. Anybody trespassing should have been shot. But do you really want war?
In Mr. Yue perspective, India got what it wanted, but in reality, 1800 soldiers are permanently entrenched there now with 2 helipads, bunkers and stores. So did India really get what it wanted? Had India used diplomatic channels, things would have been different. They won't be soldiers, there would have been patrols, for the past few years, China had been trying to be friends with India but it seems India is just too paranoid of everything we do.
You need to understand what is the purpose of a road, roads are instrument of occupation. So what just happened? Instead of being concerned about Chinese occupation, you are concerned with the road. This is the typical myopic Indian view. They cannot see that the reason why they don't want the road in the first place was because they didn't want Chinese to occupy Doklam. You get the irony?
So you are justifying that India is 'victorious' based on the views of one frustrated ex-military man? You need to change your perspective, this was a win-win situation, India think they won, China think they won. What a beauty right? You get road postponement, we get territory, the only loser is Bhutan and your promise to them.
It depends how you define occupation, it it means territory with troops permanently stationed on it, yes we just occupied it. If you meant periodic patrols to exert sovereignty, it would also be true. Depends how you look at it.
