Maybe an acknowledgment of the ground realities? The US had the same epiphany many years ago. Why should India swim agains the tide and post-2014 be left on the outside looking in and in a precarious position wrt Kashmir? Better to accept the situation as it is and deal with it from there so as to meet India's own interests long-term. The very fact much of the Taliban have turned against their Pakistani masters and made comments like:

You didn't know? What have you been doing since 2001? Your proxies in Afghanistan fighting against the ISAF are the Taliban (Haqqani/Mullah Omar), supported by Pakistan militarily and by providing safe havens. One would be a dud to think that a rag tag circus of bearded bozos could keep at bay a far superior force for over a decade! Had it not been for Pakistani support, the Taliban would have collapsed like a house of used cards within a few months!

The be-all and end-all of Pakistan's support to these yahoos was for that one single agenda - 'strategic depth' against India by installing a pliable Taliban government in Kabul that would kow-tow to Pakistan's diktats. Unfortunately, that's not going to happen.

And by the way, for your info, no insurgency can survive without outside support. Period!
