How Japan getting caught in the dilemma between the US/Russia conflict

What about an HGV with a conventional warhead?

At those speeds I don't think there is any way a nuclear research facility could be protected.
It would be killing a chicken with a bull's knife.

You would need to keep tabs on where they stockpile the fissile materials in peacetime. Obviously, Fukushima was one place. Probably all of the nuclear reactors are used to stockpile fissile materials, so you need to launch ballistic missile strikes on all the nuclear reactors in wartime.

China has hardened leadership shelters for nuclear war. I doubt Japan has anything like that. We can also go for the decapitation strikes against leadership targets in Tokyo as soon as Japan makes a move to go nuclear.

An SSGN armed with nuclear-tipped cruise missiles off the southeast coast of Japan can hit all the targets.

Why go nuclear if it can be done conventionally?

Conventional HGV warheads should carry more than enough power and penetration to take out any target, even deep underground. And are so fast they can hit within minutes.

Once we can mass produce HGV the cost won't be too much of a concern.

In the reality, Japan doesn't have the gut to declare the war against China alone, they know this is simply like committing the suicide, even worse than the attack on Pearl Harbor.

All their morale comes from the US support, and they are expecting to drag the US into the possible conflict against China.

You aren't even disagreeing on anything.

In fact the biggest opposition to a Japanese nuclear program would come from within Japan itself, they are very anti-nuclear and conservative people. Which makes sense given their history.

Plus, their constitution is very difficult to amend. It hasn't been amended once since the Americans wrote it in 1945, and that was probably their intention when they wrote it.

We can play for time. By 2025 we will have a much greater conventional ability, so that even if the trend reverses by that time we will have plenty of options to take care of it.

I am quite surprised to see you contemplate this option. Japan is a turn-key nuclear power already, and developing nuclear weapons is a relatively trivial technical step for Japan, as it already has sufficient stocks of plutonium and highly enriched uranium. Such an attack would be meaningless in terms of stopping a potential Japanese nuclear program, and of course would alienate vast numbers of countries.

Besides, do you think Japan would not retaliate militarily? What about its treaty ally, the US? How would other powers in the region react? Too many unknowns for China to act in such a reckless manner.

In truth, China's practical leadership would likely do nothing more than issue harsh rhetoric, like it did with its proxies North Korea and Pakistan. War, and potentially nuclear war, is a risk to the CCP's hold on power; and the CCP's hold on power is the CCP's highest priority.

Very well said @LeveragedBuyout . The talks of nuclear war between Japan and China is such a zero-sum mentality that it does not warrant or cultivate any discourse that would amount to intellectual enrichment. I like and enjoy practical and realistic scenarios that can be seen in the real time.

Nuclear war is a sensitive thing for all of us, I'm sure you remember what it means when we say "勿忘國恥".

We have had nuclear weapons since the 1960's and have not used them, that shows we had the power to kill (and to take revenge for the aforementioned events under the cover of the Cold War) but instead we exercised self control.

Absolutely, I know of the genuine good will of many Chinese people , many of whom I call as friends in my life.

I pray that China will remain understanding , and be the responsible and dependable Power that we hope for.

With her Ascendancy, comes great responsibility.
