Not entirely true. Hong Kong do have some great universities. Examples. The robotics for Chang'e space mission.
And DJI founder.
But Hong Kong must fix the problems of the crazy cost of apartments.

Our gov't actually once tried to diverse our economy, like moving to high tech but ended up a real estate projects (as you can guess why). The thing is this is too easy for HK people to make money where we only need to invest in housing and stocks (炒賣). Moreover as a sole window of China for a long time we can make very easy money by just being intermediate agents. So most of our talents either go into finance or related fields like accounting and Laws since those fields make money much quicker than those in high tech since it requires more hard works and time.It's game over for the black thugs.
The CCP failed to understand the underlying problems in Hong Kong.
Hong Kong is basically owned and controlled by 6 families inherited from the Taipans during the colonial periods.
After manufacturing moved to the mainland, Hong Kong should have moved to high tech like Taiwan or Shenzhen instead of just going into financial services.
