NEW DELHI: Calling the hanging of Parliament attack convict Afzal Guru a setback to the process of reconciliation and normalcy in Kashmir, former chief of Research & Analysis Wing (RAW) and an expert on the valley AS Dulat has said that had AB Vajpayee been the Prime Minister he would have never let Guru hang.

"Even though BJP had been demanding Guru's hanging, Atal Bihari Vajpayee would have not done it had he been heading the government," Dulat told TOI. Dulat headed RAW in 1999-2000 and was subsequently appointed as advisor to the PM (Vajpayee) on Kashmir. He was instrumental in shaping BJP's Kashmir strategy and an important player in Track II diplomacy.

Neither Congress nor BJP, which has both demanded and gloated over Guru's hanging, are likely to find the comment palatable. However, Dulat is firm in his opinion that the hanging has come at a wrong time when the valley was moving towards normalcy. "It has the potential to take the valley several years back. I was not expecting this to happen," he said.

Sentiments over Guru have been strong in the valley and as has been evident from the protests following the hanging — three civilians are reported dead in the clashes between protestors and security forces despite the latter having been told to exercise utmost restraint — things always have the potential to spiral out of control in Kashmir.

Even as the establishment has been banking on the anticipation of a good tourist season, strict but cautious policing and a youth geared more towards reaping benefits of a rising economy than causing long-drawn stir, observers say Kashmir can be unpredictable.

"Kashmiris are smart people. They can reap economic benefits and still vent their anger. They are also politically very conscious. Already the security clampdown is being called Gaza-isation of the valley. Also, while the youth is economically inclined, it is also very impatient," said an expert.

Sources also said as much of a political decision it may have been for the Congress, the party may not benefit from it in the upcoming elections. The leapfrogging to hang Guru over Beant Singh and Rajiv Gandhi killers will only hurt its secular image. In fact, it's the BJP that will be able to consolidate its support base as it has been demanding the hanging for several years, sources said.

However, according to Dulat, the biggest loser in this entire episode is J&K CM Omar Abdullah. "He has completely lost his credibility in the valley," says Dulat. Not surprisingly, Abdullah has been constantly distancing himself from the decision and has castigated Centre over it.

Dulat says the government must now devise a strategy to find a way out of the situation. "And the solution should attempt to go beyond law and order mechanisms. Militancy is not the thing to fear in the valley, but public anger is," he added.

Despite this they considered national interest, sake of kashmir they avoided this. But now, look what they are doing..they fell on BJP trap.

Probably right,Vajpayee was a visionary PM.But unfortunately his party has been hijacked by a bunch of right wing lunatics.These RSS or other Parivars are like Tea Party in USA.They are nothing but a nuisance.Afzal guru's hanging was nothing but a mistake.It was an unnecessary provocation.

Btw, IMHO, this execution did come as a surprise. All indications point to a politically motivated drastic action. Not needed at this point of time. More surprising was the SC's statement about the collective demand of Indian people. When did mob demands start to supersede the law of the land?

first thing this is not BJP's political Statement,this statement is from Ex -R&AW chief ,BJP and all other political parties welcomed Afzal's hanging and no change in their stands ..

Saying things that we are secular is not enough. All minorities should feel safe. I doubt that will be there when BJP is in power. Our constitution itself is built around the fact that minorities right will be protected and they will have lots of reservation over majority. If not we will like like any other nation getting rid of them. Not every one in India wants to see development alone which for sure modi can bring, but we want all Indians to feel safe and be proud of our nation. I dont support some Italian running my country either.

I did like Vajpayee atleast till Kargil but Advani destroyed Indian reputation and his stupidity in IA hijack is still costing us lives. Ajmal Kasab was just a pawn. he let the king go.

Kargil was another nightmare. Army warned that not letting them cross LOC and cut supply lines would cost us 1:6 ratio loss. still Vajpayee insisted and we lost more personnel than what we lost in in any war.

Dont want to talk about George Fernandez. Any day Ak Antony is better.

Belief that Modi can change is no way going to work. Modi is able, but MANMOHAN SINGH also is very able he changed India to what we see now during Rao's period. now can he do it? no one is letting him do.. BJP can never come into power alone. The alliances would never let Modi take any decisions the same way thats happening now.. so just trusting on modi that he can single handedly change India is foolish

it took 7 years to deliver Justice and you claim it as a drastic action ? and that is a observation made by a Judge not a big thing

Can you pls explain how BJP came b/w all this?? the question as to why Afzal was not hanged till now was not only asked by BJP or RSS alone, but many other people were asking the same question. Look at the interview of the relatives of the security personnel who died during Parliament attack, they all say that they are satisfied as the death sentence has finally been given (earlier they had returned medals to show there frustration on this delay), were they from BJP?? Now the question arises that should Legal matters be made subject to the emotions which certain people relate with (in this case Kashmiri people), Afzal Guru was found Guilty by lower court, High Court as well as SC (none is associated with BJP), all gave him the same punishment of Death Penalty, as it is SC already gives Death Penalty in the rarest of rare case which it was. I am sure that no countrymen can tolerate the Brutal attack on the Biggest symbol of Indian Democracy - Parliament, we all can hate politicians, but no one can see Parliament getting attacked.

So when the Legal procedure has found him guilty on every count, it was the GOI's fault to wait so long.

If we start taking people's emotions into Legal matters than i m sorry to say but our nation will soon turn into a Banana Republic.

It was a famous quote in delhi when babri was demolished. AB Vajpayee was among the ones who was anti demolition and guess who was the PM... Narsihma Rao of congress. When babri was being demolished all govt servants knew that Narsihma Rao was sitting in his room and when asked he was smiling suspiciously.
