what else do you expect??? the pakistani govt, which cannot even run a national airline, a steel mill , a govt which cannot run SNGPL in profit , you expect it to make SOE and control food supply ????


Clearly you've misunderstood what I said and jumped the gun. Either that or you think apparently a new government owned agricultural business would somehow stop all the existing agricultural businesses from existing.

I am not suggesting the government takes over all agriculture in Pakistan. I suggest they setup a privately managed company to compete in the open market. This way wherever in the chain the profiteers add artificial shortages, this company could scale up and work around that, reducing impact of these artificial shortages.

Notice I said it was privately managed, this way completely free of babu culture too.

These factors largely explain the accumulation of circular debt over FY 2019. The amount of new circular debt was PRs 465 billion, with around 1/3 of this amount coming from the inefficiencies in the DISCOs described above. Another significant source of circular debt, over 40 percent of the accumulation, comes from policy decisions related to the provision of unbudgeted subsidies, government provided subsidies that remain unpaid as there is no allocation in the budget, and delays in tariff notifications, whereby the government does not proceed with timely notification of tariffs. Addressing these two last sources of arrears has been a key priority of the Fund-supported program. The remaining accumulation of arrears stems from the financial costs generated by the existing stock of circular debt, including significant late payment fees payable to producers (see below).

As a result, total debt is projected to decline to just below 70 percent of GDP by end FY 2024, compared with 67.1 percent of GDP at the time of program approval. Gross financing needs edged up to 19.4 percent from 16¾ percent at the program approval, reflecting the higher deficit and gross financing needs in FY 2019 but continue to be on a clear downward path.

But it will not add public debt if we would import 6 million tonn wheat from Russia at much higher price.
