Unfortunately for you, this is flawed logic, as the known events and outcomes of the Spanish civil war predate WW2 (won incidentally by the Nazi-German aided Nationalists... ), and at that time if was still totally unclear who would come out as a victor in the event of a world scale armed conflict.

Rotterdam, for example, in my own country, was bombed to smithereens by the Germans during negotiations for a surrender of the city and hours prior to the expiration of the German ultimatum that actually included the threat of terror bombing (there were no military targets in the city centre). Following the German bombing on Rotterdam of 14 May, RAF Bomber Command was authorized to attack German targets east of the Rhine on 15 May; the Air Ministry authorized Air Marshal Charles Portal to attack targets in the Ruhr, including oil plants and other civilian Industrial targets which aided the German war effort, such as blast furnaces (which were visible at night). Due to the inadequate British bomb-sights the strikes that followed had the effect of terror raids on towns and villages (they were not intended as such). On the night of 15/16 May, 96 bombers crossed the Rhine and attacked targets in Gelsenkirchen. Of these, 78 had been assigned oil targets, but only 24 claimed to have accomplished their objective.Operation Abigail Rachel was the bombing of Mannheim and the "first deliberate terror raid" on Germany on 16 December 1940. Only on 14 February 1942 was the Area bombing directive issued to Bomber Command. At that point victory was by no means certain for the Allied powers.

Meanwhile, it had by that time become completely clear to all parties what the nazi's had in store for the peoples of Eastern Europe (not even beginning to talk about the Jews) in general and anyone resisting them in particular (also in Western Europe).
