I doubt Hamas himself knows the full list of names , As he holds some of the hostages , Islamic Jihad others , and there are also been taken by Gaza cpeople and sold to crime families.

The only defence against nukes currently is deterrance. There is no guarantee that just like Japan ww2 opposing side wont use nukes when the other side does not have them.

Cobalt60 and similar radioactive materials are double use and can be produced in reactors to be used in warheads as radiological-dirty bombs in case of deterrance. For a city size target it will have long term habitation effects thus deterrance. However if Iran has the capability to make radiological bombs for deterrance claiming with a law that such items wont be used as first strike option is necessary. For example israel can make a dirty bomb attack on itself on a very small area as an excuse to launch nukes on Iran. There is no need to say Iran has dirty bombs but some missile with uranium hardened warhead to penetrate bunkers Iran can say they will only use such items like uranium hardened bms that also has potential radiological effects as a retaliation to nukes. This will cover dirty bomb warheads as well. And it is better to keep some radiological warheads ready to launch as there is no guarantee stopping others using nukes other than precautions like these.
