My he main difference between f and regular army was Continious training army goes out for summer winter and other training plus they had various schools like mountain ware fare, battle school etc basic infantry unit of fc and army have same weapons

That has changed and now fc has also developed Continious training and schools the other difference fc operating area is same i.e. Unit operates mostly in same area but in war fc units were deployed the Kashmir and east Pakistan as well

OPERATION "SPRING CLEANING":
In February 2010, on the authorization of Federal Government, Operation “Spring Cleaning” was carried out in the areas of FR Kohat, FR Peshawar, Kohat, Peshawar and Nowshera to consolidate the writ of the Government. As a result of the operation, 43 miscreants were killed and a large quantity of arms and ammunition was recovered.

OPERATION "KALA DHAKA":
In April 2010, on the authorization of Federal Government, Operation Kala Dhaka, code named “Pa Lar Tag Pa Bar Tag Pa Ghar Tag” was conducted by FC to cleanse the area from the presence of miscreants. The operation was completed successfully with Kala Dhaka now being a settled District of KP.

FC SINDH:
Around 60 FC platoons are serving all over Sindh, especially in Karachi, Hyderabad and
Sukkar. The achievements of FC Sindh are described below:-

1. In 2009, riots in Hyderabad prison were effectively controlled by FC personnel
2. In 2010, seven FC jawans embraced martyrdom in a suicide attack on CID Police Station
3. During the devastating floods of 2011, FC personnel performed their duties steadfastly helping the Army & Police in relief and law order duties
4. In 2011, riots in Sukkur prison were successfully controlled by FC personnel in collaboration with the prison department
5. FC personnel served gallantly during the Lyari operations in the year 2012
6. In September 2012, three target killers along with weapons, in jurisdiction of Police Station Baghdadi were arrested
7. Services of FC troops are provided to MNCs for security duty.
   
   FC SWAT:
   FC Platoons deployed in Swat are performing their duties in coordination with both the Police & the Pakistan Army. The achievements of FC Swat are highlighted below:-
   1. 193 Platoons have been deployed from time to time since 2007
   2. 50 FC personnel have embraced martyrdom in Swat
   3. In April 2009, FC platoons stationed at Mingora Police Station exploded a car laden with 500 Kg of explosives after it didn’t stop at the signal of security forces.
   4. On 23rd May, 2009 FC personnel deployed at Shamozai bridge with Pakistan Army and Police signaled a car to stop, but the driver ignored it. The FC sentry fired at the car and it exploded. During the investigation it transpired that the car was loaded with 100 Kg of explosives.
   5. On 29th January, 2010 FC personnel recovered 2 suicide jackets, 23 Hand Grenades, 1 HMG,12 detonators, 40 RPG shells & 2 batteries

The transformation of FC was also possible due to special funding provided by US of A, remember US special forces trained FC and now they have their own Battle Schools like regular Army, one for FC KPK and another for Baluchistan where their middle cadre get trained non commission officers

The FC was always looked towards to win the War on Terror responsibilities for Pakistan. Comprised of locals who know not only the local terrain, culture, power structure, but also people. The Tribal areas while patriotic to Pakistan will open up and provide COIN intelligence to those they consider one of their own and have a vested interest to their Tribe. Essential to COIN Ops is the support from the locals, what better way than a local him/herself?

USA also has National Guards and they have Tanks as well as Apache and Black HAWK Helicopters. We have a permanent force of around half a million maybe more. They are not Police so change the status to National Guards give them under one command and as economy improves. Equip them with more lethal Tanks and Artillery and AFV along with attack and transport helicopters.

Pakistan has a battle hardened Military and Para-Military. And while many members here would like the FC to be transformed into a more capable force along the lines of the Army, that would be heavily advised against. The FC should be kept a lightly armed force.

Like it or not, until peace is achieved with India the Pakistani Military (Air Force, Army, Navy) can focus on the conventional threats their counterparts from India pose. While the ParaMilitary can be equipped to handle other aspects of warfare the Military doesn't have time to train it's soldiers in. There is no need to overlapping capabilities.

The War on Terror has shown the Pakistani HQs the capabilities of a well equipped and morally trained force. Soldiers regularly interact and jointly execute missions and have respect.

And if war does, god forbid, break out with India the FC have the capabilities to carry out an insurgency "behind" enemy lines the Indian Army has taken.

I agree. We don't need FC - or a National Guard (combining FC, Rangers, etc) - to be as large and directly capable as the Army, but it should be fully prepared to tackle COIN and other homeland security tasks. They don't need MBTs, but they should have utility helicopters for lifting troops and ferrying supplies, well trained and supported infantry, light armoured vehicles such as MRAPs and AFVs for inserting small teams into built-up areas, etc.

I am advocate for a unified National Guard, not just for COIN, but high-risk internal security operations, humanitarian relief at home and abroad (done in conjunction with the armed forces), and secondary defence against external threats. It would need to be a long-term effort, especially in the area of building a proper academy and building out suitable recruitment elements, especially for skilled professionals such as engineers, technicians, pilots, etc.

War in FATA was nothing short of full scale war. Talibans had every weapon a small armies of the world has and even more. When you use your gunships, jets and Tanks against a force you cant call that an urban combat.

Since it was not acceptable to the tribals that foreigners (referring to all non-locals) should patrol their areas; Frontier Corps was established by Lord Curzon in 1907 as a border militia; a sort of quasi police force raised from the indigenous population charged with the responsibility of maintaining Law & Order in the border areas of the current KPK and Baluchistan with added responsibilities of anti-smuggling and border patrol duties.

Changing times bring new challenges and it is heartening to know that FC is now a fully trained and well equipped force able to cope with the menace of the terrorist groups like TTP, Al-Quaida & ISIS. However FC is and will remain primarily a border security force. Therefore while FC can provide additional muscle to the police, maintaining law & order in the land and crime investigation is work of the police and not of the border militia.

Despite persistent internal security deterioration for the last 20 years Pakistan has not managed to bring her police forces to the level where they can successfully provide peace and security to the general public. Sadly police across Pakistan to this day remains a corrupt, poorly trained and poorly equipped, hence unable to combat the public enemies it has to confront.

As a result of the above, ordinary citizens are very hesitant to inform the police of suspected / dubious activity because they fear that the police will act against the informer instead of acting against the “miscreant”. People often don’t bother to report minor crimes thinking it a waste of time. Worse yet, more often than not, the police accept bribes from the wealthier / more influential party in the dispute and name the victim as “Accused” in the FIR allowing the guilty go free.

A major problem in the modernization of the police being that ‘Police’ is a provincial matter. Since the political party in power in the province would like to use the local police to intimidate the opposition and the voter to influence the election results; provincial gov’t do not want a non-political force based on merit. That is why many previous attempts to reform and modernize the police force have failed in Pakistan.

Additionally the police are also impeded in their work by Pakistan’s derelict criminal justice system where, with a conviction rate ranges between five and 10 per cent; more often than not the guilty is likely to go free. It could be that this is because the police are often incapable of assembling and presenting sufficient evidence to persuade a judge to convict. In cases of the terrorist suspects, judges are also afraid of them or their family members being gunned down.

The point I am trying to make is that allocation of resources to the FC for adequate training and equipment is indeed a very good step. Nevertheless, it is no more than a drop in the ocean.

If gov’t of the day, especially the Provincial gov’ts are indeed serious, need of the day is first to create a merit based police force free from political interference and then equip & train rank and file of the force so that they can create an environment for the man on the street to go about his daily chores in peace.

However, recent attempts by the Sind gov’t to fire their Police Chief indicate that any police reform in the near future is next to impossible.
