The issue is that, according to PPRA rules you can't award a contract on single bid basis, so even if the process was started before PTI govt. why didn't they follow the rules and started a re bidding.

About Abdul Razak Dawood, he is a founder & still a major share holder in Descon, his son is currently the Director of Descon, so the Descon is 'Ghar ki Khaiti' still for the family, plus Dawood is still a board member of Imran Khan foundation, so its a clear case of, Conflict of interest.

Remove Imran Khan & place Nawaz Sharif in all this scenario, and put this matter in front of PTI & cult Fans, and just check their responses.

انہوں نے کہا کہ جے آئی ٹی کی رپورٹ میں جو باتیں کی گئی ہیں وہ ٹھیک ہیں لیکن اومنی گروپ کوئی حکومت میں نہیں ہے ، پیپلزپارٹی کوسندھ کے لوگوں نے منتخب کیاہے ، صوبائی حکومت کوفنڈز دیئے جانے چاہئے اوران کی نگرانی کی جائے لیکن اس طرح نہیں کیا جا سکتا جس طر ح فواد چودھری کہہ رہے ہیں۔

PPRA rules violated in award of Mohmand Dam contract:
TIP

The anti-corruption watchdog -- Transparency International Pakistan (TIP) -- has called the award of Rs300 billion Mohmand dam to a Descon-led consortium on a single bid basis a violation of PPRA Rules.
In a letter to
chairman of Water and Power Development Authority (Wapda) also copied to prime minister and the Supreme Court registrar, TIP listed a number of violations of the Public Procurement Regulatory Authority (PPRA) Rules in award of contract. The letter also questioned the credibility of the Chinese company -- the Gezhouba Group Corporation which has been allegedly involved in irregularities in World Bank and Nepal.

The contract is already facing a lot of controversy over “conflict of interest” allegations as Descon is owned by Adviser to the Prime Minister on Commerce Abdul Razzak Dawood. The letter signed by Justice Zia Perwez- former judge of the Supreme Court of Pakistan and current trustee of Transparency International Pakistan - says TIP has received a complaint about violation of Public Procurement Rules 2004 on award of Rs300 billion Mohmand Dam to China Gezhouba, Voith Hydro & Descon on single bid basis.

“The complaint has been examined by TIP and prima fascia the award of contract of single bid amounts to mis-procurement under Rule 50. Any unauthorised breach of these rules shall amount to mis-procurement,” says the letter a copy of which is available with The News.

The letters says that the Wapda issued tender documents for construction of the main dam in November 2017 and in response two bidders — CGGC/Voith-Descon joint venture and FWO-PC joint venture — submitted bids by June 26, 2018.

It says the Gezhouba Group Company has dubious background as the World Bank Group on May 29, 2015 announced the debarment of the company and its affiliates for a period of 18 months. In addition, China Gezhouba Three Gorges Engineering Co Ltd and its affiliates are also debarred for a period of six months.

The letter adds that on November 13, 2017, Nepal cabinet scrapped a $2.5 billion deal with China Gezhouba Group Corporation to build the country's biggest hydropower plant, on lapses in the award process. Also on March 9, 2017, Wapda awarded Rs180 billion worth of two contracts to Chinese firm China Gezhouba for carrying out main civil works in the first stage of the Dasu hydropower project. But till today, no work has been started and contractor has made extraordinary claims.

“According to PPRA Rules 2004, single bid is not allowed to be considered, unless Wapda has awarded a contract on competitive basis, similar product, in same fiscal year, to another contractor, and the single bidder price is comparable to last awarded contract,” says the letter.

The letter quotes example of a previous award on single bid basis which resulted in huge loss to national exchequer. “LNG Terminal at Port Qasim was awarded in 2014 to single bidder, EPTL at tooling charges of $0.6601/MMCFD. This contract is presently under NAB inquiry, for alleged illegal award. The second LNG Terminal at Port Qasim was awarded in 2016 based on competitive bids, to JV of FOTCO and Gas Port at competitive price of tooling charges 0.4177/MMCFD. The result of competitive bid indicates that the actual market rate is 36 percent less than the rates of single bidder,” says the letter.

It says TIP noticed that Wapda has not posted on PPRA website the Evaluation Report on prescribed preform issued by PPRA according to Rule 35. “Wapda chairman is requested to examine the complaint, in view or PPRA Rules, and also the credibility of China Gezhouba Group Company due to past irregularities in World Bank, Nepal and other contracts. In case the allegations are correct, cancel the tendering process, and re-invite the tender in compliance with PPRA Rules, and also take action against those who are found responsible for this alleged mis-procurement,” the TIP demanded.

Initially I also commented in favor of rebidding.. but when I found out later that it is not a case of conflict of interest, but just political point scoring, i stopped following this thread..

There is a reason I don't follow champion's threads and comments.. they are too politically motivated.. based on random tweets etc.. he can't think from his brain (don't know whether he has one inside his head)..

Now they are asking for re-tendering.. just because two bidders were there and one selected.. They don't know that it took almost a year to complete the previous process and the project was open to all the companies. When they didn't sent their proposals first time, why bother giving them a second chance and waste another year?

Pakistan is fast moving towards drought periods and we need to build dams fast.. I don't care if opposition does dharna on social media or not.. I want this dam and other water reservoirs to be completed in the next five years so that people won't suffer..

ISLAMABAD: The joint venture of Descon owned by Adviser to PM on Commerce, Textile, Industry and Investment Abdul Razak Dawood and Chinese company, China Gezhouba, has won the bid for the construction of the Rs309 billion Mohmand Dam.

Water and Power Development Authority (WAPDA) chairman confirmed that the joint venture of Descon and China Gezhouba has won the bid for the construction of the dam. “The other joint venture of Frontier Works Organisation (FWO) and Power China did not win the bid,” he added.

The WAPDA chairman further said that the contractor will mobilise to the site of the project within 10 weeks. “We are in a negotiation process with the winning bidder to further cut the costs,” the WAPDA chairman added.

However, top officials in the Ministry of Water and Power said that the project is being initiated in haste. Its land has not yet been acquired and a consultancy firm is yet to be finalised, they upheld.

Pakistan Muslim League-Nawaz (PML-N) leader Mian Javed Latif also expressed reservations over the bid. Speaking on Geo News programme Apas Ki Baat, the PML-N leader asked, “On what basis was this contract awarded? Is this not corruption?”

Meanwhile, Pakistan Tehreek-e-Insaf’s Nadeem Afzal Chan, who was also present on the show, said, “Even if the contract awarding process was transparent, Abdul Razak Dawood should issue a clarification.”

Mohmand Dam
The groundbreaking of the project was to be held today (January 2) but was postponed owing to pressing engagements of the prime minister.

Mohammad Dam is the flood control dam and after its construction it will be able to store 300,000 cusecs of water. The cost of the said project in 2003 stood at $1 billion which has now swelled to $3 billion because of the inordinate delay during Musharraf regime.

This wasn't a single bid, there were 2 bids, the FWO bid was rejected.

Secondly, would you like to explain why your party gave the LNG terminal to Qataris on a single bid? What happened to PPRA rules in that case? I can get you many cases like these from previous government.

The other bid was also a consortium that included Chinese companies and FWO - had it gone to FWO then the comment I would be reading is 'military kha gai military kha gai'

PM Imran met Mohmand Dam bid winner representatives, claims Dr Saleem


ISLAMABAD: Dr Farrukh Saleem, who was supposed to be appointed as the government’s spokesperson on the economy in October 2018, revealed that economic adviser Abdul Razak Dawood facilitated a meeting between Prime Minister Imran Khan and Gezhouba company representatives during the premier’s recent visit to China.

The joint venture of Descon owned by Adviser to PM on Commerce, Textile, Industry and Investment Abdul Razak Dawood and the Chinese company, China Gezhouba, won the bid for the construction of the Rs309 billion Mohmand Dam in Pakistan.

Dr Saleem, who was speaking to a private TV channel, said that the premier did not meet any other private company representatives on his visit.

“Getting important contracts while being in government is a classic case of clash of interests. The profits are also a form of corruption. It appears that the government has good intentions but lacks planning,” said Dr Saleem.

He said that the $1bn given by Saudi Arabia was spent within 16 days.

“How long will the country be run on loans? There are interests not friendships between the states, we should know that there are no free lunches,” he said.

Dr Saleem said that Pakistan received a loan on 2.8 per cent interest rate from the UAE and on 3 per cent from Saudi Arabia. He warned that unlike in the previous tenure, the circular debt is rapidly increasing hence raising uncertainty which is detrimental for businesses.

“We didn’t get the desired result by devaluing the rupee. The inflation has increased twofold. The former finance minister in order to stabilise the rupee threw $9bn in the market,” he added.
