No there won't be.
Its utterly naive to believe that anyone put in charge can pull off the grandeur projects like Liu did. He thought out of the box and broke a lot of chains to make the HSR network possible, and was given the suspended death sentence exactly for doing those. What he was charged is legal in the west, its called lobbying. It is only called corruption in China when the party wants it to be.
Without him, sure there would still have been a Beijing-Shanghai HSR in China using completely imported trainsets and signal systems, but thats it. Without him you can forget about the whole HSR network. Remember that he was not given the chance to start a HSR network. He gambled his whole political career to start building HSRs without approval--he simply changed the project names from HSR to passenger dedicated lines, but built them by HSR standards. Imagine who will ever dare to do that again within CPC.
Think about your domestic aviation and motor vehicle industries. Think about why they are dominated by foreign companies, and why all your officials in charge ever done is quietly bagging money in their own pockets for helping the foreign companies conquered your whole market. And now think about why this did not happen in the HSR market.
How many times have you ever seen a political figure so demonized by CPC yet still appreciated by the public in China? Even the giant communist state propaganda machine cannot fool regular people, simply because millions and millions of regular Chinese folks are enjoying the benefit that Liu brought to them--and many of them still thank him whenever they ride a high speed train. Indeed be thankful to Liu. Even the court sentencing him to suspended death acknowledged he is workaholic. You probably will never see such an official in the rest of your whole life.
